Children are the hope of the family,the flowers of the motherland and the hope of the nation.China advocates learning for all and lifelong learning.In the process of children’s growth,preschool education which plays an important role in people’s lifelong learning is the beginning of the education ladder.But throughout the whole education system,preschool education is the weakest and the most backward link.Some kindergartens have many problems,such as poor hardware facilities,lack of teachers,and nonstandard education.Some kindergartens still have many problems,such as high fees,lack of teachers,poor quality,and many hidden dangers.Therefore,it is the responsibility of governments at all levels to build a preschool education service system covering all school-age children and ensure that every child can enjoy basic preschool education services equally.In this process,what kind of role should public finance play and how to play a better role are the problems which are worthy to discuss.After elaborating the related research status at home and abroad,this paper analyzes the current situation of the financial input system of ore-school education in Harbin.Based on the data and materials collected from the interviews with the relevant staff of the financial department and education department of Harbin and even the parents of kindergartens,the paper summarizes and analyzes the current situation of the system supply,and finds that Harbin has now established a system that includes supporting the expansion of ore-school education resources,improving the quality of kindergarten protection and education,supporting the development of private kindergartens,and the economic difficulties of families However,there are some problems such as unclear system,imperfect system,unfair system design and unscientific distribution structure.This paper holds that the optimization of the financial input system of ore-school education in Harbin should select the appropriate way of institutional change,find out the function orientation,make clear the key point of investment,and finally promote the sound change of the financial input system of ore-school education.At the end of the paper,six reasonable suggestions are given to promote the sound development of Harbin financial investment system.
