The Research On Obama Higher Education Policies And American Public Universities Financial Reformation

America is world-renowned for the prosperity of higher education. The development of higher education in U.S. is closely related with the development of economics, politics, technology as well as other aspects of society. Besides the world famous private universities, U.S. also has very excellent public higher education system. Those public universities and colleges are playing very important role in American education. To understand how America invests in public education is the effective way of promoting the development of public universities and colleges in China. This thesis focuses on how American government and education departments make use of financial resources and how those public universities meet the challenges under the current circumstances of economic crisis.As many fields of the United States have been severely influenced by financial crisis in recent years, education is also facing huge problems. Many schools reduced staff, some even shut down for a period and most schools faced the shortage of funds.During the time of economic crisis, the new president Obama has taken a series of new policies to relieve the negative effects of the financial crisis. From these policies, there are lots of measures which provide various supports to public higher education system and public universities as well as colleges. And all these measures, financial support or executive guidance, both can accelerate the financial reformation and further development of public universities. From the new policies conducted by Obama since he became the leader of the United States, it is evident that American Government and American people attach great importance on higher education.The thesis is full of references to extensive literature, and analyzes the current problems in higher education since the occurrence of economic recession. The following aspects are highlighted in the thesis as the new loan policies; the school funds aid policies, the financial resources changes to the institute operating system, etc.From the study of American public higher education as a comparison with the development of Chinese public universities, we can find some valuable solutions to the problems of funding shortage and management inefficiency, which are the main complaints many Chinese universities are faced up with. Despite the differences in social system as well as cultural background, there are great similarities between Chinese education and American education, especially in the trend of modernization and globalization of education industry. Therefore, international study and comparative study are beneficial for us to give constructive suggestions to our decision makers and our institutes at different levels of education department. At the end of the thesis, the author points out the limitations of the study and puts forward hopes for this comparative research.
