Prospect Of Financial Support Of Non-profit Private Higher Vocational Colleges

Non-profit-run private higher vocational colleges are an important part of higher education.Financial aid to non-profit private higher vocational colleges is an important measure to promote its rapid development.Looking at the world,financial support for private colleges and universities has become an international trend.To implement the public finance aid and increase the support for non-profit private higher vocational colleges is the inevitable choice to promote the public welfare of non-profit private higher vocational colleges,stimulate the vigor of non-profit private higher vocational education and promote educational fairness.This paper takes the financial aid of non-profit private higher vocational colleges in China as the research object,and uses literature research method,policy text analysis method,historical research method and comparative research method to analyze the prospect of financial aid of non-profit private higher vocational colleges.According to the non-profit private higher vocational college financial aid policies and regulations and non-profit private development in higher vocational colleges,the financial support to non-profit non-governmental higher vocational colleges is divided into five stages,maintenance to interruption: disappearance period of financial aid(1949-1978),self-financing and support: recovery period of financial aid(1978-1999),support and norm: legalization of financial aid(1999-2010),exploration and development:diversification of financial aid(2010-2016),refinement and implementation: scientific differential support(2016-present).In the development course of more than 70 years,the financial assistance of non-profit private vocational colleges shows the remarkable features of public welfare education as the premise,leverage as the guidance,support and supervision as well as gradually increasing funding intensity,and has made some achievements in the protection of the four main rights and interests of non-profit private vocational colleges,organizers,teachers and students.However,there are still some problems,such as incomplete supporting rules of financial aid,further improvement of financial aid intensity,incomplete fiscal leverage,and preference inertia of financial aid subjects.In order to solve the above problems,it is proposed that China’s non-profit private higher vocational colleges should introduce targeted and operable local funding policies and regulations,strengthen the support for non-profit private higher vocational colleges,attach importance to the role of fiscal leverage in stimulating social capital,and take diversified measures to make the fiscal preference return to rationality.In the future,under the background of new talent demand based on economic and social development,the national strategy of building high-level vocational colleges and the new stage of popularization of higher education,the financial assistance of non-profit private vocational colleges in China will give full play to the multiple leverage of financial support,gradually systematize the policy system of financial assistance,pay equal attention to increasing funding input and optimizing the expenditure structure,and avoid the unsustainable effect of financial assistance.
