Under the background of innovation-driven development strategy,classification management is an important breakthrough in the comprehensive deepening of private college reform.Classification management firstly appears in the People's Republic of China Private Education Promotion Law formally,and it means that the system is recognized and guaranteed by law.The new law on the classification management interpretation is: "the organizers of private schools can choose to set up non-profit or for-profit private colleges.However,for-profit private schools at the compulsory education level may not be established.Holders of non-profit private schools may not obtain school income,and the school's operating balance is for the purpose of running schools.The organizers of for-profit private schools can obtain the benefits of running schools,and the balance is handled in accordance with the provisions of the company law,relevant laws and administrative regulations.”In the resent 40 years,private colleges have mushroomed at an alarming rate and have supplemented China's higher education resources to some extent,and indirectly shared government expenditure,as well as formed a beneficial supplement with public universities.However,we should pay attention to the problems existing in the private college.The misunderstanding traditional opinion to private colleges,insufficient funding of private colleges,the property rights and internal governance issues have been the key issues that have seriously hampered the development of Hebei private colleges.In order to analyze these problems thoroughly and deeply,the writer explores the development path for non-profit private colleges in the perspective of classification management,as well as combining the problems existing in the development of current private colleges in Hebei Province.Due to the economic,time and energy constraints,therefore,taking two private colleges in Hebei Province as research objects: HC College and HK College.By reviewing the relevant policy documents and conducting interviews with two important stakeholders--government administrators and private college administrators,we can find the problems in private colleges and the impacts of the classification management system on private colleges in Hebei.So it puts forward proposals from the government role in the non-profit private college development,the internal governance of non-profit private colleges,and the understanding and support from public on non-profit private colleges.
