| In order to solve the contradiction between supply and demand of talents at the present stage of China’s development,colleges and universities in China began to try out the exploration of the residential college system model since the early 21 st century.After nearly 20 years of construction,the residential college system has been effectively implemented in the "double first-class" universities.On the basis of learning from the western residential college system and integrating the spirit of traditional Chinese college education,the college system of Chinese universities is a new student governance model,which creates a distinctive community cultural atmosphere for students and strengthens the education function of the residential area for students,so as to achieve the personalized goal of full education.However,in practice,the governance of the residential college has encountered many problems,and students,as the target group,have mixed comments on the college.Therefore,the study of residential college system of "double first-class" universities is helpful to examine the effect in the current operation process,timely find the existing problems,and provide suggestions and countermeasures for the development of college governance in the future.Taking E University as an example,this paper analyzes the experience and effectiveness of the college system in the process of student governance through empirical research and the contingency theory and comprehensive incentive model as the analytical framework,and analyzes the existing problems and their internal causes,so as to put forward policy suggestions for improving the college governance of "double first-class" universities.In this paper,case study method,questionnaire survey method and interview method are used to analyze the goals and effects of college governance in E University.Through the analysis of complex governance situations and the use of diversified governance means and hierarchical governance resources,E University has established student communities with relatively perfect public service facilities and service functions in each college.A relatively perfect organizational structure has been established inside the college,and it can carry out governance planning and design rich activities according to its own characteristics.The colleges create a conducive to individualized development space for students.However,in the implementation process of residential college system,there are still many problems and contradictions,which are mainly manifested in the following aspects: the lack of horizontal and vertical coordination of governance subjects,the inability of governance resources to effectively carry governance objectives,the inability of governance means to meet the actual needs of target groups,the need to expand the channels for target groups to participate in governance,and the lack of positive incentives for target groups.Through the investigation of the governance subjects and target groups of the academy,it can be found that there are many reasons for the problems: the lack of governance concept and system design,the diversification of needs in the governance process,the dependence on traditional governance means,the divergence of consensus goals and guidance in the governance process,the absence of scientific assessment of governance effectiveness,etc.Based on the analysis of the above reasons,this paper believes that college governance is a comprehensive governance involving multiple governance subjects,governance means and governance levels,which needs to be improved from the following aspects: accurately docking the needs of target groups,establishing the concept of college;improve the college governance structure and strengthen multiparty collaborative governance;strengthen the means of academy governance,improve the comprehensive effect of academy governance;improve target group incentive mechanism,stimulate initiative;improve the evaluation feedback mechanism and promote the optimal development of academy governance. |
