Research On College Governance Culture Of “Double First-Class” Universities Under Construction In China

According to cultural hierarchy theory,college governance culture is defined as the overall concept,system and behavior gradually shaped by college stakeholders during the participation of college governance.Its core part can be categorized into three dimensions,namely college governance concept,college governance system and college governance behavior,which coexist interdependently and harmoniously.Besides,college governance culture has such a diversity of characters as human nature,integration,sharing,diversity,development and openness,which are the original driving force for the sustainable development of college's basic academic organization.College is the most important basic academic organization in university,so college governance is the key to the modernization of the university governance system and capabilities.Combined with the characteristics of the internal management system and kept in accordance with the analysis framework on the basis of the three core components of college governance culture,the ideal state of college governance culture of “double first-class” universities under construction in China can be summarized as follows: university should exert its meta-governance role in college governance while promoting college autonomy and college development;the core concept of college is centered on the development of its world-class discipline or disciplines while the system of college is people-oriented;besides,the development strategy of college should be clear enough;in college governance,deans should play a value-oriented role in leadership;the faculty's dominant role should be respected and the right of students to participate in college governance can be effectively guaranteed.The research is from the perspectives of teachers' cognition and covers some colleges with “first-class discipline or disciplines” in nine “double first-class”universities under construction in eastern,central or western parts of China.The results indicate that there are some problems in college governance of “double first-class” universities under construction in China.Firstly,in the university-college management system,the centralized management thinking is serious.As a result,university doesn't have much trust in college's managerial ability and is unwilling to transfer its power to college and college's autonomy of running itself is obviously insufficient.Secondly,college governance concepts are separated from practice.Teachers don't pay enough attention to college governance concepts because they have not been truly converted into a part of college members' own beliefs.Thirdly,as far as college governance system is concerned,it lags far behind due to the strong dependence of the relationship between university and college.In other words,the current system emphasize too much on the quantitative assessment and evaluation of teachers' scientific research outcomes and ignores the characteristics of discipline development;the institutional supply to improve teachers' governance ability is obviously insufficient;the main decision-making body of college is too single,and its process is also closed;the cultural atmosphere of college joint decision-making has not yet come into being;to some extent,the strategic planning for college development is limited.Fourthly,in terms of college governance behavior,teachers and students' willingness is low to participate in college governance.The communication between college leaders and teachers is inadequate.The competition between disciplines is very fierce,but there is also a lack of in-depth cooperation between colleges.From the above-mentioned,the research finds that college governance culture of“double first-class” universities under construction in China can be improved in the following aspects from now on.First of all,the meta-governance roles of university in college governance culture should be clearly defined.Dialogue and communication between university and college should be promoted to enhance mutual trust.On the other hand,university should give college full autonomy of running itself in order to stimulate the vitality in the construction of college governance culture.University's and college's rights and responsibilities needs to be clarified by establishing a responsibility list system.Second,college leaders should attach more importance to the organic integration of college governance concept and practice.In addition,college governance concept should be internalized into the beliefs of college faculty through publicity,system construction,communication and exchange,and all that.Third,it is necessary to create a healthy institutional environment for college governance culture by constructing a discipline-based scientific research evaluation system for teachers,improving present education and training system together with setting up a sound democratic college supervision and management system.Fourth,it is important to make a shared vision for the development strategy of college and enhance teachers' sense of identification with the goal of college governance.Fifth,giving full play to deans' leadership value can enhance the cultural cohesiveness in college governance.Sixth,Creating a cultural situation for teachers and students will be a good way to encourage their enthusiasm to participate in college governance.Besides,it is also of great importance to strengthen exchanges and cooperation between colleges and build a community with a shared college governance culture.Last but not least,college leaders should attach much importance to the role and value of traditional college culture while constructing their own college governance culture.Through collaboration,university and college are both committed to the healthy,harmonious and sustainable development of college governance culture.
