Research On The Function Of College Councils In The Construction Of "Double First-Class"

The regulation on the council of institution of higher education(trial regulation)issued and implemented by the Ministry of Education has made specific demand.As a beneficial attempt of management mode in institution of higher education,the council have a bright prospect in higher education's deepening reform.The “Double First-Class' ' construction is the national vital strategy against the background of new era for higher education;its leading function is self-evident to promote both quality and level of national higher education.The “Double First-Class' ' construction refers to regulation formulation and mode adjustment in all-round aspects,thus keeping attempting and developing the council mode can as well provide great help to “Double First-Class' ' construction.The completing of this study has adopted many research methods including literature analysis and comparative analysis while combining the schools' comprehension on the council.Firstly,it introduced the development of both national and the US's school council and the relationship among management departments and then conclude its merits in different background as well as its defects.Secondly,setting up its principal basis in university and college's development with scientific theory and then explaining how it works under the “Three Theory “scientific system theory including the theory of integration,theory of feedback and theory of order.Afterwards,it explores its function in “Double First-Class' ' construction under the aspects of university's management,social participation and government support.The “Double First-Class' ' construction needs joint support from university,society and government.Standing as a special technique composed by several institutions,the council should take active participation in university's operation and deepening the relationship and communication of different participated parts so as to promote “Double First-Class' ' construction.At last,for the drawback of council's deperforming in actual practice,this study proposes four advices on adjusting regulation,multiple management,completing manipulation and strengthening self-construction.Although the regulation has been implemented for nearly four years,the construction and adjustment of the council mode still has a long way to go.In the new era of promoting and advancing the “Double First-Class' 'construction,to play council's role among government,society and university has become the breakthrough in “Double First-Class' ' construction.
