From around 2000 to 2021,the entire education and training industry,stimulated by policies,economy,society,technology and other factors,has witnessed rapid development,with tens of millions of employees and a trillion-scale industry.And in July2021,the CPC Central Committee and the State Council general office issued "about further reduce the compulsory education stage student’s opinions on homework burden and external training,policy norms and guidance to public schools,but the impact is less private training schools,such as limit students into the compulsory education stage training school time,Training schools from for-profit to non-profit,stop applying for new training schools,the policy has reached unprecedented strict.The whole society is in an uproar,believing that the "double reduction" policy is a fatal blow to the education and training industry,which will decline and fall from now on.Almost all training schools are faced with the "double reduction" policy to make a choice,transformation or withdrawal.Therefore,from the perspective of the "double reduction" policy,this paper analyzes the author’s training school from the internal and external environment,strategy,marketing,operation,finance,risk and other aspects,and makes adjustments to the current project from strategy,marketing to operation.The author through the environment analysis,SWOT analysis and strategic positioning,business model theory,STP marketing theory,7 ps theory,using the literature analysis of corresponding policies at home and abroad,industry data collection,questionnaire survey to market of the project,such as deductive method,analyze the project on the market,and anticipation "Shuang Jian" policy after the change of the market.The research finds that :(1)the disorderly expansion of education and training industry in the past has great risks,and the market operation under the "double reduction" policy can return to rationality and maintain sustainable and standardized development.(2)As the internal advantages of the training school of the author are greater than the threats of the external environment,it has a certain market value and can continue to operate under the "double reduction" policy.(3)The idea that education is public-interest oriented and pursues the rate of return on investment runs counter to the policy and is not sustainable.Relevant conclusions have certain reference value for practitioners and investors who have engaged in this industry or want to engage in this industry.
