Research On The Current Status And Development Of Reading For The Blind Adults In China

From 1997,the Central Propaganda Department and other 9 ministries and commissions jointly issued the “Notice on Organizing and Implementing ‘Knowledge Projects’ in the Country”,proposing to implement the social and cultural system project of “Advocating Reading for All and Building a Reading Society”,to the General Administration of Press and Publication in 2006,etc.11 ministries and commissions jointly issued the “Proposal on Carrying out National Reading Activities”.From2014 to 2021,National Reading was included in the government work report for eight consecutive years,advocating reading for the whole people and establishing a “literary society”,which is not only at the height of the party and the country.One of the important tasks has also become a common goal for the whole society and the people.my country is a country with a large population of blind people.Solving the problem of reading for the blind is the focus of the nationwide reading activity.To promote reading for the blind,the party and government of our country set up the Blind Reading Promotion Committee and launched the “Digital Reading Promotion Project for the Blind”,and many efforts have been made.In addition,the development of the Internet and mobile terminals has provided powerful technical support for blind people to read,and there are infinite possibilities for blind people to read.Therefore,it is very valuable to conduct research on the status quo of reading for blind people in my country.At the same time,because adult blind people account for the majority of blind people in my country,this study focuses on adult blind people.Based on the theory of use and satisfaction,the author explores and analyzes the reading status of adult blind readers from the aspects of reading resources,reading behavior,reading problems and measures.The author interviewed more than 500 adult blind readers through on-site visits to the visually impaired reading room,massage parlor for the blind,and online communication.Combined with the research on the existing literature on reading for the blind in China,the analysis found that there is reading for the blind in China.The lack of reading resources for the blind,the scarce number of reading rooms for the blind,the inadequate construction of barrier-free facilities,the narrow spread of Braille and the low utilization rate,and the lack of technology for blind reading.In response to the above issues,it is proposed that“policy is the guarantee to create reading for the blind” Conditions: “Use publishing as a means to enrich reading resources for the blind",“Service-oriented,improve the reading environment for the blind”,“Education-based,strengthen the reading ability of the blind”,“Support technology to enhance the reading experience of the blind” and other covering policies,The five solutions in terms of resources,services,education,and technology try to provide some substantive suggestions and thoughts for solving the “last mile” of reading needs of the blind.
