With the enacting of National education reform and development of long-term planning programs(2010-2020) and The several opinions on the current development of preschool education under the state council, all over the country began to develop policies to built Benefit preschool kindergarten actively, so as Nanning. To solve the problem of harding get into kindergarden and high tuition, and standardize the pre-school education, Nanning government have issued some policies, especially which put forward for developing Benefit preschool kindergarten, and through various ways to expand pre-school education resources. Nanning government began attaches great importance to the development of benefit preschool education.This study mainly adopts the method of literature analysis, normative analysis and empirical research, the research object is Nanning Benefit preschool education development, the main content of the study includes:what problems does Nanning benefit preschool kindergarten faced in the process of constracting and it cause; Constracting benefit preschool education development path idea under polycentric governance; How to establish multiple fund raising mechanism and the polycentric governance mechanism of benefit preschool education. Around the these research contents, except the introduction, the main structure of the this article is divided into four most:The first part introduce core concept definition and theoretical basis. As the benefit preschool education and kindergarten didn’t have exact definition yet, so its basic characteristics comes from the comprehensive analysis of policy and many research achievements. Then draw out the polycentric governance theory;The second part uses the methods of quantitative analysis and empirical analysis to gain current data of Nanning pre-school education and benefit preschool kindergarten. According to the data analysis founded that the development of Nanning benefit perschool education is slow, the structure of benefit kindergarten is single, its development mainly depend upon government and so on. Combined with the prospect of benefit kindergarten and its peculiar social and public welfare characteristics, benefit preschool education needs the polycentric governance;The third part analyses the reason of Nanning benefit preschool education current development situation, draw a conclusion that polycentric governance is the inevitable choice. Analysing the problem of benefit kindergartenthe faced currently, and put forward the building idea of pluralistic financing and polycentric management mechanism.The fourth part adivised from four aspects to build benefit preschool education basic path of development under the polycentric governance mode, the four aspects is: raising funds from various ways to, transforming government’s functions in pre-school education management, formating and improving autonomous management mechanism of preschool education, improving the social supervision mechanism.
