| The development of education is closely linked to the development of the country.In order to face the challenges and opportunities brought by the current era of knowledge economy,countries around the world have formulated educational development strategies for future social development in order to find the greatest development benefits.Educational strategic planning has become an effective tool and conscious behavior for countries with different systems and different levels of development in the world to implement strategic decision-making and management of educational development from the overall and future perspective.However,the development of our country’s higher education strategic planning is relatively lagging,and learning from the higher education strategic planning of developed countries is benefit to the development of our country’s and the improvement of overall national strength.In the learning process,it was found that New Zealand,which has relatively mature educational strategic planning,has certain reference significance for our country.On the basis of the continuation of the core concepts of the three previously issued educational strategic plans,New Zealand jointly promulgated the latest "the Tertiary Education Strategy 2014-2019" in 2013,guiding the future development of New Zealand’s tertiary education and achieving effective results.Based on this,this research conducted an in-depth analysis of the background,main content,and implementation effects of the New Zealand "the Tertiary Education Strategy2014-2019".Among them,the literature method and comparative analysis method are mainly used to study the background,main content,and advantages compared with the first three strategic plans and the "National Medium and Long-term Education Development and Reform Plan 2010-2020",combined with the interview method on the implementation effect.It analyzes and evaluates the value orientation of "the Tertiary Education Strategy 2014-2019" from its own concept and practice level,and summarizes its characteristics.Finally,combining our country’s relevant higher education strategic planning and the current development status of higher education in our country,we can draw enlightenments for improving the scientificity of our country’s higher education strategic planning,thereby promoting the development of higher education in our country and consolidating the science and education proposed by the 19 th National Congress Implementation of the strategy of rejuvenating the country and strengthening the country with talents. |
