Research On The Leading Role For Minzu Universities’ Strategic Planning From The Perspective Of Strategic Management

The rise of public sector strategic management stems from the background of the Western Government Reform Movement("New Public Management" campaign).The strategic management of the public sector has realized the transformation from the traditional administrative model to the management model.It is an important theoretical innovation in the field of public management.It is a new research content emerging in the new public management movement and a core theme of public management.It is the public sector.Reform and development have provided new research methods and techniques.In our country,Minzu colleges and universities belong to the category of public utilities,which is divided into the third sector in the public sector.It has the characteristics of public organizations and is a non-profit organization.Therefore,the experience of the strategic management theory and practice model of the public sector is also applicable to the management of Minzu colleges and universities.Based on the strategic management theory of the public sector,this paper studies the current situation of the strategic planning of colleges and Minzu colleges and universities represented by a certain Minzu university in strategic management from the perspective of strategic management.By analyzing the current problems and causes,this paper draws on the current situation.The experience of implementing strategic planning and strategic management in universities at home and abroad,focusing on the management practice of the dynamic strategic management process of “strategic planning-strategic implementation-strategic assessment” in Minzu colleges and universities,points out that upgrading strategic planning in the strategic management and guiding role of Minzu colleges and universities.This paper has theoretical and practical significance for guiding the implementation of strategic management practice in Minzu colleges and universities,and it also has certain reference significance for the development of strategic management activities of other colleges and Minzu colleges and universities in China.This paper is divided into five chapters.The first chapter is the introduction.Present the background,significance,methods and content of the research.The second chapter is the theoretical basis and literature review.It mainly includes the definition of core concepts such as Minzu colleges and universities,strategic management,and the related theories such as strategic management and public sector strategic management.Reviewing the literature and discussing the status quo of research on role of the strategic management of domestic and foreign enterprises,strategic management of public sectors,and strategic planning in the strategic management of colleges and universities.The third chapter is the current situation of strategic planning in Minzu colleges and universities.It is based on the empirical investigation of the formulation and implementation of strategic planning during the period from the 10 th to the 13 th Five-Year plans for one university,and points out that the effective implementation of strategic planning in the strategic management has promoted the reform and development of Minzu colleges and universities.The fourth chapter further analyzes the problems existing in the formulation and implementation of the development strategy of the Minzu colleges and universities,including the lack of understanding of the internal and external environment,the unscientific planning,the insufficient attention to the implementation of the strategic planning,and the analysis of the causes of the problem.The fifth chapter proposes to promote the leading role of the strategic planning of the Minzu colleges and universities.Drawing on the successful experience of strategic planning and strategic management of universities at home and abroad,from the perspective of strategic management,it points out that by correctly understanding the external environment,improving the scientific nature of strategic planning,reducing the implementation deviation of the implementation of the subject and object of strategic planning,and improving the safeguard mechanisms and measures,promoting the leading role of strategic planning in the strategic management activities of Minzu colleges and universities.Finally,the conclusion is made.
