There is a relatively complete tertiary education system in New Zealand,and its quality of tertiary education enjoys a world reputation.A profound change was made in the field of tertiary education in New Zealand in 1989.Neo-liberalism has been introduced into the reform of tertiary education and promoted the reform of tertiary education towards free competition,marketization and privatization.The Education Act of 1989 is the starting point of tertiary education reform in New Zealand.This thesis divides the reform of tertiary education in New Zealand since 1989 into two phases.1989~1999 was the first phase of the reform of tertiary education.The reform was carried out under neoliberalism and characterized with free competition,marketization and privatization.The second phase is from 1999 to present.The government continues to deepen the reform under neo-liberalism and strengthens the guidance and management of tertiary education reform.This thesis expounds the reform of tertiary education in New Zealand since 1989 and it includes three aspects: the motivation of reform,the measures of reform and the impact of reform.In order to deepen the understanding of the background of tertiary education reform,this thesis makes a brief introduction about the development of tertiary education before 1989.
