| Education strategic planning has become an important decision-making and management tool in different systems, different development levels of countries to coordinate whole education. At the end of2006, New Zealand introduced the Tertiary Education Strategy2007-2012which continued and developed previous strategy’s core philosophy. It developed the third tertiary education’s development objectives and priorities to guide the tertiary education development direction.The study included six parts:the background of the Tertiary Education Strategy2007-2012; the main context of the Strategy; the project of the Strategy; the effect of implementation of the Strategy; the whole evaluation of the Strategy and the revelation of the Strategy. The focus of this research is to identify the essential characteristics of the strategy in the deep analysis on concept and practice level. Find the homogeneity of strategy in tertiary education development with different political, economic and culture environment. Looking for some effective informations and references form our country’s national Long-term Educational Development and Reform Planning2010-2020and the situation of high education.In New Zealand, the Tertiary Education Strategy2007-2012developed with domestic political, economic, demographic and cultural factors. It’s the results of the international higher education development trend. New Liberalism is the total guiding ideology to guide New Zealand tertiary education development and reform; labor productivity and skill shortages promote strategy introduction; population structure and diversification directly lead strategy; the establishment of a world-class education system of the21st century is the overall goal of New Zealand’s education development. The Strategy2007include the expected contribution of tertiary education, strategy positioning and priorities outcomes for tertiary education. The government implemented a Performance-based Research Fund, Training Opportunities Programme, Gateway, Adult Reading Instruction, Domestic Status for New International Doctoral Research Scholarship Programme and so on to contribute to the tertiary education reform and development. The Strategy2007has achieved a certain degree of effectiveness which guide the tertiary education reform, promote the university research capacity, strength lifelong learning of all people. |
