Science and technology is the first productive force,and talent is the first resource.The level of regional economic development and regional competitive advantage largely depend on the quantity and quality of talent resources.High-level talents with a leading role are the key force to drive industrial transformation and upgrading and economic development.In 2021,General Secretary Xi Jinping pointed out that "to accelerate the construction of the world’s important talent center and innovation highland,it is necessary to consciously discover and cultivate more high-level talents",stressing the importance and urgency of high-level talent team construction.At present,the level of economic development in Heilongjiang province is relatively backward,and the old driving force of economic growth is weakened while the new driving force is insufficient.High-level talents are urgently needed to provide intellectual support for industrial adjustment and economic acceleration,but the existing high-level talents resources in Heilongjiang Province are far from meeting its development needs.The formulation and improvement of high-level talent policy is an important guarantee for Heilongjiang province to retain and introduce high-level talents.Therefore,it is very necessary to evaluate the high-level talent policy in Heilongjiang Province.This paper makes a quantitative analysis on 13 high-level talent policy texts issued by Heilongjiang Province from January 2012 to October 2021.First of all,by consulting relevant information and collecting policy samples,the high-level talent policies in Heilongjiang Province are summarized from three aspects: promulgation year,applicable scope and policy types.Secondly,the PMC index model of high-level talent policy evaluation is constructed by referring to existing studies and using ROSTCM.6text mining tool,which contains 10 first-level variables and 43 second-level variables.Finally,the empirical analysis of quantitative evaluation of 13 sample policies is carried out.The advantages and disadvantages of various policies are intuitively displayed through PMC index and PMC surface diagram.The results show that among the 13 high-level talent policies in Heilongjiang Province,4 policies are excellent,9 policies are acceptable,and the average value of PMC index is acceptable.According to the mean level of the 13 high-level talent policies in all evaluation dimensions,it is found that the high-level talent policies in Heilongjiang province generally score low in policy timeliness,incentive measures,policy focus and policy object dimensions,which should be improved from the above four aspects.Based on the empirical analysis results,this paper puts forward some suggestions on optimizing the high-level talent policy in Heilongjiang Province,aiming to provide reference for further formulating,modifying and optimizing the high-level talent policy in Heilongjiang Province.
