With the gradual pace of innovation reform in our country, local governments responded the calling respectively by increasing investment in its own advantage area, breakthrough innovation. Naturally talents gifted with quality and ability of innovation became valuable resources in social development that trigger contends in the worldwide. As for the main body of recruiting talents, all local governments have introduced a series of preferential and convenient policies, so as to attract high-level talents and speed up the transformation of innovation. Considering recent policies and results of attracting top talents, although some innovative regions with local characteristics have formed progressively and outstanding achievements have made, in the concrete process of attracting high-level talents, problems existed, such as talent homogeneity, unreasonable team structure, shortage of motivation in bringing in talents, low rates of innovation and achievement transformation. The effect of local government policies which aim at attracting talents bear no valid systematic analysis of tests.Taking an example of south Jiangsu personnel reform experimental site, based on the theory of high-level talents and evaluation of public policy, using the method of literature analysis, comprehensive fuzzy evaluation and cross-reference of policy, this paper is trying to establish a scientific policy evaluation system, so as to identify problems existing in the current top talents introduction policies and offer proposals to make improvements accordingly.Conclusion of the research:work in introducing high-level talents is facing some dilemmas owing to the lack of a scientific and reasonable policy evaluation system, in terms of management service system, internal motivation is insufficient in the personnel work of some localities and departments; As for the introduction and cultivation mechanism, some areas attach great importance to the quantity while ignore the quality, which leads to unprofessional and inapplicable in introducing talents. Regarding to the talent mobility, rational flow of qualified personnel is in sufficient and the internationalization level is low; Talents of introduction and development is uneven between urban and rural and different regions. Combined with the performance evaluation results, local governments should solve these problems by means of regional integration as well as international management, scientific evaluation, coordinated governance and systematic structure.
