With China’s increasing emphasis on both sides of the Taiwan Straits of regional development,it points out that the idea of building Economic Zone on the West Side of the Strait,from the conception of the blueprint into reality,from the local decision-making into country’s decision-making,which has not only made an important significance for the harmony of cross-Straits relations,but also made the intension of the Taiwan talents come to the mainland to seek development become strong.As an advanced zone of the cross-straits exchanges and cooperation,Fujian province gives full play to its geographical advantages,so the support of national policy reform talents mechanism,in 2010,Fujian Province has taken the lead in issuing the policy to attract the high-level innovation of talents in Taiwan.How the implement effect of this original introduction policy since operation and whether the problems in operation can be timely monitored and corrected,which needs to set up corresponding evaluation index system to introduction policy.Compared with the general introduction policy,the introduction of high-level talents policy in Taiwan area has obviously geographical differences and certain political demonstration and other unique features,so using existing general introduction policy performance evaluation index system is clearly not applicable.In the context of Fujian’s province experimenting on talent policy of Taiwan.How to explore and construct a set of targeted performance evaluation index system on the introduction of Taiwan area high-level talents policy for Fujian Province,and Economic Zone on the West Side of the Strait,has strong practical significance and theoretical significance.The paper searches the Taiwan high-level talents which introduced by Fujian province as research object,uses in-depth interviews to collect materials,and utilizes grounded theory and Nvivo.9 software to analysis data.in the end,from the three dimensions of government,employers,the introduction of high-level talents to build the "the performance evaluation index system of Fujian Province introduce high-level talents in Taiwan policy " which forms policy awareness and reputation、the introduction of talents’ scientific research achievement and contribution、policy satisfaction of three first-level indexes talents brain drain rate、talents affiliation、the introduction of talents awareness、definite the degree of achievements and the various of classify index,concrete results and the classification of satisfaction and 10 second-level indexes.Based on this index system,it further analyzes the operation of Fujian province introduction of high-level talents policy the performance was evaluated and build the SWOT analysis model.based on the background of exchange and cooperation of Fujian and Taiwan,this article has put forward suggestions respectively from the perspective of government,employers,and introduction of high-level talents.
