In the current era of developed online media and public opinion,whether or not emergencies can be effectively dealt with is a key factor for cities to maintain their own image.Through effective control and resolution of events,they demonstrate the city management level and expand the city influence.Resolving obstacles will also damage the image of the city.Therefore,it is of great theoretical value and practical significance to carry out public relations research on urban image in emergencies.The incentives for emergencies are complex and diverse.Not only do dangers spread quickly and extensively,but they also take various forms,posing serious challenges to the city’s public relations capabilities.However,due to the influence of traditional ideas,most urban departments ignore the importance of image public relations and lack professional public relations personnel and public relations agencies.In addition,there are still some problems in the process of urban image public relations,such as: lack of early warning,lagging information communication,"unilateral persuasion" to the public,and imperfect emergency linkage mechanism.The reason for these problems can be attributed to: cities Reasons for lack of awareness of early warning of image crisis,outdated public relations concept,insufficient public relations mechanism,etc.In this paper,through typical case analysis,literature research,interdisciplinary research methods,etc.,using the knowledge of communication,public management,public relations,imagery as the theoretical support,aiming at the existing problems and reasons,it is proposed that the concept of urban public relations,not only To change the concept of public relations in the past,we must also reshape the concept of people-oriented public relations and the concept of third-party public relations.In terms of mechanism construction,different public relations measures are proposed according to the stage: the establishment of a public opinion linkage response mechanism during the outbreak period,the establishment of a media communication mechanism during the sustained period,and the establishment of a city image restoration mechanism during the recovery period,which together constitute the construction of a city image public relations mechanism in emergencies.The full text is divided into five parts: The first part is mainly to sort out the literature related to this study,to further clarify the value and significance of this study,to clarify the core concept of urban image public relations;the second part analyzes the mutual relationship between emergencies and urban image The internal connection of the impact,summarizing the value and negative impact of the crisis public relations on the city image;the third part studies the problems existing in the city image public relations in the emergency through specific cases and the root causes of the problem;the fourth part According to the current information environment and audience situation,the concept of urban public relations is constructed from three aspects:urban public relations subject,the public,and the media;the fifth part is based on the stage theory,which is proposed from five stages: crisis incubation period,outbreak period,duration period,and recovery period.Specific public relations measures are used to construct the public relations mechanism of city image.
