An Empirical Study On The Impact Of Network Information Infrastructure On Employment

At the current stage,New infrastructure and new technologies are emerging,and new formats and models are emerging in an endless stream.The information network accelerates the integration efficiency of various elements of production and practices it in all aspects of the real economy,continuously innovates manufacturing models,production management organization methods and industrial architecture.It also promotes the transformation and digital upgrading of traditional industrial industries,and comprehensively releases new impetus for the development of the digital economy.Employment is the foundation of the people,the foundation of stability,the key to development and the policy of an security state.Stabilizing the increase in employment,revitalizing the employment stock,and cultivating new impetus for employment are the key guarantees for the high-quality development of the national economy and an important step in promoting the common prosperity of society.The State has always attached great importance to the issue of employment and has formulated an employment priority strategy for this purpose.After the strategy is promoted,although the overall social supply and demand contradiction has been alleviated,the employment pressure between urban and rural areas is still very large,and the structural unemployment problem is more prominent.To this end,it is particularly crucial to focus on improving the employment absorption capacity of cities.Based on the 2009-2018 prefecture-level city panel data,this study studies the impact of information infrastructure construction on urban employment levels.First,this thesis reviews the literature and related theories related to information infrastructure and employment,and proposes four hypotheses on this basis.Secondly,this thesis empirically studies the impact mechanism of information infrastructure construction on urban employment level after the implementation of the "Broadband China" strategy through the progressive dual difference method,and conducts a series of robustness tests of the results.This thesis then uses a mediating effect model to examine the channels through which information infrastructure affects employment levels.Finally,in further expanding the analysis,this thesis not only analyzes the heterogeneity of the three aspects of subdivision industry,geographical location and transportation infrastructure endowment,but also analyzes the employment structure effect of information infrastructure.The results of the study show that the construction of information infrastructure has a significant positive effect on urban employment levels,and this role is mainly driven by the service industry,especially the productive service industry,which is still valid after a series of tests such as parallel trend test,replacement variable,control province-time fixed effect,survival analysis,instrumental variable method,PSM-DID and placebo.In the test of the mechanism,the construction of information infrastructure promotes employment growth through three channels: upgrading workers’ skills,promoting entrepreneurial activity,and alleviating labor mismatch.In the heterogeneous part,the employment promotion effect of network infrastructure construction in the eastern and central regions and cities with higher transportation infrastructure levels is even greater.Expansive research has found that network information infrastructure can stimulate the mobility of labor from the primary and secondary industries to the tertiary industry,accelerate the innovation and development of the labor employment service business,which thus promotes the optimization of the employment structure.On the basis of the above conclusions,this thesis further gives the corresponding policy recommendations.First,Vigorously develop the "network power",organically link the "digital China" strategy with other national strategies,further strengthen the construction of informatization,and regard the construction of network informatization as an important means to promote the employment growth of China’s labor force.Second,explore a multi-dimensional path for information infrastructure to promote urban employment,and give full play to the role of information infrastructure in stabilizing employment and promoting employment.Third,promote the implementation of network infrastructure construction policies according to local conditions,and strengthen the pertinence and coordination of the implementation of the "Broadband China" strategy.Fourth,encourage job seekers to actively transform or enter the field of flexible employment,and improve the corresponding industry standards or norms for network digitalization as soon as possible.
