| Since the 18 th CPC National Congress,China has increasingly attached importance to the construction of information infrastructure.The CPC Central Committee has gradually put forward strategies such as network power,broadband China,and new infrastructure construction based on the actual domestic development to further promote the construction of information infrastructure in various regions.By the end of 2022,the scale of China’s information infrastructure construction has become the world’s leader,with the total scale of4 G and 5G base stations ranking the first in the world and accounting for more than half of the global total.As a new type of infrastructure,information infrastructure can save production costs,improve production efficiency,promote technological innovation,optimize industrial structure and promote high-quality economic growth.As a country with a large population,the total number of people employed is far higher than that of other countries.The quality of employment is not only an economic problem but also a livelihood problem for tens of millions of families.In the era of slowing economic growth and rising human costs,while stabilizing employment,optimizing the employment structure,optimizing the allocation of labor resources,reducing structural unemployment,and achieving more full employment are issues of the times.Therefore,based on the construction of information infrastructure,this thesis studies the relationship between it and the efficiency of labor resource allocation,which can provide certain theoretical support for China to further reduce the mismatch of labor resources and improve the efficiency of labor resource allocation of the whole society.This thesis puts forward three hypotheses about the relationship between the construction of information infrastructure and the efficiency of the allocation of labor resources by combing the relevant literature and theories in the past,and calculates the efficiency of the allocation of labor resources in various regions and analyzes its development status by constructing an indicator system.On this basis,the panel data of 276 regions in the country from 2010 to 2019 are used to empirically analyze the impact of information infrastructure construction on the efficiency of labor resource allocation and the specific possible impact mechanism.After analyzing the relationship between the two,expand the analysis,analyze the heterogeneity of geographical location,urban population size and urban level,and explore the impact of information infrastructure construction on the efficiency of labor resource allocation in different latitudes.Finally,summarize the research conclusions and put forward targeted policy recommendations.Through a series of empirical studies,this thesis finds that:(1)With the passage of time,the efficiency of information infrastructure construction and labor resource allocation in Chinese cities has improved,and the gap between information infrastructure construction and labor resource allocation efficiency among regions has gradually decreased.(2)The construction of information infrastructure can effectively alleviate the mismatch of social labor resources and improve the allocation efficiency of social labor resources as a whole.The main mechanism is that the construction of information infrastructure promotes technological innovation,expedites the birth of new business forms,gives workers broader employment choice space,strengthens local connectivity,reduces information asymmetry,improves employment activity,promotes mass innovation and entrepreneurship,and stimulates the flow of workers in various industries,thus changing the supply and demand relationship in the labor market and optimizing the allocation of labor resources.(3)The impact of information infrastructure construction on the efficiency of labor resource allocation has obvious heterogeneity.The impact of information infrastructure construction on the efficiency of labor resource allocation is significant in southern regions and provincial capital cities,and the absolute value of the impact coefficient increases,but not significant in northern cities and non-provincial capital cities;In large cities,the impact effect is more significant,while in small cities,the absolute value of the impact coefficient increases.On the basis of empirical research,this thesis puts forward four targeted suggestions: Vigorously promote the construction of information infrastructure in various places,improve the level of informatization and digitalization,adhere to the combination of effective market and active government,scientifically and rationally build information infrastructure,establish and improve laws,regulations and institutional guarantees,promote the process of labor marketization,improve the skill level of workers through multiple channels,and optimize the allocation of supply and demand in the labor market. |
