Digital economy has become the new engine driving economic development on a global scale.In the labor market,the development of digital economy has witnessed the continuous emergence of new industrial type and the transformation of employment contradiction from quantity to quality.As the priority of the policy to ensure six stability and six guarantees,high-quality employment plays an important role in ushering in the 14th Five-year Planning.This paper,established on the basis of human capital theory,labor migration theory,labor market segmentation theory,social capital theory and theory of technological change,illustrates the theoretical path of the impact of digital infrastructure and internet usage on employment quality.At macro level,utilizing statistical data,this paper compares China's digitalization process and status quo of employment quality vertically and horizontally.At micro level,such five indicators on the provincial level as mobile phone base stations,cable line length,the number of Internet broadband access ports,mobile network traffic and the number of domain name are selected as proxy variable for digital infrastructure.With the help of Multilevel Linear Model,and the focus on four dimensions of employment income,working hours,job stability and social security,this paper studies the impact of digital infrastructure on employment quality from the perspective of technological progress using the national migrant population monitor survey data in 2017.Using Chinese Social Survey in 2013,2015 and 2017 and based on OLS and logit models,this paper studies the impact of internet usage on the quality of employment from the perspective of skills.After conducting a robustness test,this study comes to the following conclusions:In terms of employment income,digital infrastructure and the use of Internet have positive impacts on the promotion of wage growth.On the aspect of working hours,digital infrastructure and Internet usage are inversely associated with working hours,conductive to reducing working time.In the dimension of job stability,promoting job stability is out of step with the development of digital infrastructure and Internet popularity.In terms of social security,digital infrastructure is negatively related to the level of social security enjoyed by labors,but the increasing popularity of the Internet promotes social security for workers.Further doing heterogeneity analysis,based on such demographic variables as education,age,hukou,marital status and gender,this paper finds that in terms of labor income,both digital infrastructure and Internet use show stronger income effects on low-educated samples,samples aged 50 and over and agricultural registered permanent residence samples.In terms of working hours,the Internet use is more conducive to reducing working hours of samples with high academic qualifications,male samples,agricultural registered permanent residence samples and non-married samples.In terms of job stability,the greater negative effects of digital infrastructure and Internet use are mainly exerted on the improvement of job stability for samples with low academic qualifications and non-married samples.In terms of social security,whether on medical insurance or pension insurance participation,digital infrastructure and the use of Internet all have a stronger negative impact on the level of social security enjoyed by low-educated,female and non-married samples.Compared with agricultural registered permanent residence samples,digital infrastructure and the Internet use have a potential to improve the level of social security for samples with non-agricultural registered permanent residence.Based on the conclusions mentioned above,this paper puts forward the following suggestions:First,increase the constrcuction of new infrastructure and further popularize the use of the Ineter.Second,explore flexible employment standards to improve social security system.Third,strengthen human capital to drive the continuous improvement of employment quality.Fourth,improve the level of public employment services through building a digital public service platform.Fifth,change the way we think about and we manage employment to improve policy status of employment quality.Sixth,build a harmonious labor relationship.Seventh,improve system guarantees through accelerating the reform of household registration system,improving the construction of labor market legal system and income distribution system.
