Research On The Pattern Of Social Organization Participating In Community Sports Governance From The Perspective Of Embedded Governance ——Based On The Empirical Analysis Of Two Social Organizations In T City

The report of the 19 th National Congress of the Communist Party of China made a more profound interpretation of the connotation of social governance in the new era,and proposed to create a new pattern of social governance of "co construction,CO governance and sharing",which pointed out a new development direction and put forward new development requirements for the development of community sports governance.The governance of community sports should break through the barriers of unilateral governance by the government,that is,fully mobilize the strength of sports social organizations under the premise of adhering to the leadership of the Party committee and the government,Give sports social organizations more opportunities for development,and stimulate the ability and vitality of social forces to participate in social governance and construction.However,under the comprehensive effect of many factors such as special national conditions for a long time,sports social organizations have not been able to give full play to their own positive role and value,and face challenges and difficulties in all aspects on the basis of immaturity.Based on the above background,this study,from the perspective of embedded governance theory,has studied the model of sports social organizations participating in community sports governance by using scientific research methods such as literature,field investigation,questionnaire,interview and mathematical statistics,based on the empirical analysis of two sports social organizations in T city.The results show that:（1）the sports social organization is the general trend to realize the modernization of the governance ability of the governance system.It is the only way to realize good governance to share the governance functions of the government and bear the sports responsibility;（2）In the process of participating in community sports governance,sports social organizations face a series of difficulties.For example,the supervision and management mechanism is imperfect,human resources are highly mobile,there is a lack of talents with professional background,endogenous development is insufficient,there is little communication between organizations,and there is no new idea to carry out projects.The organization itself is also facing external problems such as the impact of the traditional bureaucracy,limited site facilities,and incomplete government support;（3）The embedded governance model has realized the coordination and win-win between community neighborhood committees,neighborhood offices,sports social organizations and residents in community sports governance,made up for the defect of relying only on the market or government governance,and the multiple governance subjects have jointly created the embedded governance model to form a governance synergy;（4）This embedded social people relationship is a new form of constructive community sports governance.The embedded participation of social organizations in community sports governance is the best carrier and platform to promote citizens’ democratic participation and achieve good governance.After a series of development,the embedded governance model can deeply tap the potential of social organizations to participate in social governance;（5）Social organizations have formed three different embedded relationships of cooperation,competition and attachment with the residents’ committee,property management and sub district office,which are the main bodies of community sports governance in the traditional sense.Then,on the basis of social organizations’ own control over service content,they participate in community sports governance through trust mechanism,action mechanism and ability mechanism,so as to improve service quality,community vitality A qualitative leap in social capital and political identity;（6）The internal and external governance dilemma faced by sports social organizations can be improved through the dynamic debugging of embedded governance mode.Social organizations should enhance their own hematopoietic function,create their own brands,constantly combine the old with the actual situation,improve the ability of resource integration and utilization,and also do a good job in the management and supervision within the organization.The government should clarify the details of streamlining administration and delegating power,give social organizations greater independence and autonomy,and strengthen support and supervision for the development of social organizations.
