Performance accountability is based on the concept produced in the field of public management.It evaluates and monitors the performance of the accountability object,analyzes the accountability results,and carries out a reward and punishment system for the responsible party by formulating standards or indicators for the objectives.Its purpose is to give play to the guiding role of evaluation diagnosis,accountability stimulation and intervention.The adoption of performance accountability in basic education in the United States was marked by the Stanford amendment in the 1980 s.In addition,with the birth of the fourth generation of educational evaluation theory,educational evaluation is gradually reformed.Based on the theoretical basis of the two,this paper analyzes the implementation procedures and internal elements of performance accountability of Texas compensation education plan.Due to the ethnic diversity of the American population,the level of regional development varies greatly,and the great gap between the rich and the poor leads to educational differences.Compensatory education is to balance the educational differences among States and compensate the differences caused by students’ lack of educational resources and family resources.Therefore,the compensation education program is a program widely implemented in the basic education stage of the United States.Among them,Texas has long paid attention to the compensation of vulnerable students.As the second largest immigrant state in the United States,the huge gap between the rich and the poor and education urges Texas to fully implement the personalized state compensation education program.In analyzing the annual performance accountability results of the Texas compensation education program,it is found that the program operates effectively,Focus on the research on its planned performance accountability.Based on the emergence and evolution of performance accountability of Texas compensation education plan,this paper focuses on the emergence and characteristics of performance accountability of Texas compensation education plan.Secondly,it expounds the specific contents and implementation procedures of performance accountability: including the purpose and function of performance accountability,performance policy and accountability subject;Evaluation indicators and accountability methods related to students,schools and school districts and plans,as well as education budget and audit accountability at the Texas level;Intervention and improvement measures for the above accountability objects to change their poor performance.Finally,the results and indicators of the plan performance accountability are analyzed.The analysis of the results can understand whether the Texas compensation education plan is effectively implemented,whether the accountability indicators meet the requirements,and the disadvantages revealed in the process of accountability operation.Try to analyze the advantages of plan performance accountability itself and whether there are other limitations.The author believes that the above research has some enlightenment for the implementation of the western education plan and the educational evaluation of rural compulsory education in China and how to implement performance accountability in the stage of basic education,including: increasing government supervision and policy popularization,improving local responsibility and public participation;Innovate the government and social financial system,and clarify the purpose of funds and supervision responsibilities;Solidly promote the procedural of performance accountability and formulate diversified and comprehensive evaluation standards;We will effectively improve the development of weak schools and pay attention to teacher training and resource investment.
