Evaluation Of Precise Relief Services For The Needy In Dongcheng District Of Beijing ——A Case Of The Practice Of LH Social Work Service Agency

In recent years,the pilot projects of precise relief services for the needy were carried out in various districts of Beijing.The government set up relief service stations in the streets for disadvantaged groups by purchasing social work services and offered precise relief services within each community.It is required to complete the target of“One family,One measure,One file”and establish a work account comprehensively.Therefore,the government’s behavior of purchasing social work services and the social work agencies’ duty of precise relief is becoming more specialized and systematic.LH Social Work Service Agency studied in this paper is mainly responsible for the precise relief services for the needy in H street,Dongcheng district.A total of 330 families are assisted,distributed in 20 communities in the street.Among them,10 families are provided with case services.Through the needs assessment of the precise relief service project in H street,demand information of social assistance objects can be divided into three types,including demands defined by social members,demands defined by caregivers,and demands inferred by social workers.The findings show that the needy in H street mainly have the needs of rights and interests protection,economic assistance,resource links,policy publicity,life care,etc.Besides,the reasons driving this can range from:（1）poverty caused by diseases or disabilities;（2）employment difficulty caused by criminal records;（3）no self-owned housing;to（4）failure of seeking outside employment or live alone due to the need to take care of the elderly and children.From the perspectives of project goal completion,service object change degree,and service object satisfaction,this paper establishes achievement evaluation indexes based on Reinforcement Theory.Furthermore,this paper specifically analyzes the achievements and benefits of this project and explores the impact of the implementation of the project on the effectiveness of precision relief for the people in straitened circumstances within the jurisdiction.It is found that LH agency can complete the project goal,meet project requirements,get good overall satisfaction of service object,but lack of efficiency in terms of service object change degree.Moreover,this paper also discusses problems of LH social work service agency existing in the operation of the project are discussed such as imperfect service object screening program,lack of professionalism,and lack of supervision and guidance,and puts forward some countermeasures.
