As the elite talents of the country and society,the level of comprehensive quality and professional ability of teachers in colleges and universities directly affects the realization of the goal and task of realizing the well-off society and implementing the strategy of strengthening the country with talents.Facing the second centenary goal and the strategic goal of building a powerful country in education and talent,there are still many problems in the construction of talents in colleges and universities in China that do not match the actual needs.As the main component of China’s higher education system,the construction level of public universities’ teachers plays a key and fundamental role.Based on this,this paper takes Dalian city as an example,through the comprehensive use of questionnaire survey and interview survey method,to investigate the construction of Dalian public undergraduate university teacher talent team,sort out the main problems;On this basis,with the two-factor theory and human capital theory as tools,the causes of the main problems are analyzed.Finally,on the basis of referring to the advanced experience at home and abroad,and taking the problem as the guidance,this paper puts forward the countermeasures for the construction of Dalian public undergraduate teacher talent team.This paper carries out research through the following parts:The first part is the introduction.Mainly through the combination of current public undergraduate education and social development situation,this paper introduces the background and significance of the topic,sorting out the relevant research situation at home and abroad,as well as the research content research ideas and research methods.The second part is to define the relevant concepts and explain the theoretical basis.It mainly defines the related concepts of public undergraduate teacher talent team,clearly indicates the relatively mature basic theories at home and abroad to be used in the paper,and provides theoretical reference for the study of this paper.The third part is the situation of teacher talent team construction in public in dalian and the result of investigation and research,mainly through the design and implementation of questionnaire and interview survey,and from teachers talent scale,age structure,and the goal of talent team construction,measures and evaluation of the situation of university teachers’ talent team in Dalian city public for statistical analysis.The fourth part focuses on the analysis of the construction of dalian’s public undergraduate university teacher talent team,mainly according to the division of "double first-class" construction of universities and non-" double first-class " construction of universities,to find the problems in the construction of the teacher talent team and cause analysis.The fifth part is the advanced experience at home and abroad,mainly through the United States,Japan and China’s Beijing and Jiangsu province in the construction of public undergraduate college teacher talent team to summarize and comb the experience,in order to accurately guide the construction and development of Dalian public undergraduate college teacher talent team.The sixth part is on the basis of the previous,targeted from the optimization of university teacher talent introduction mechanism,improve the university teacher talent employment mechanism,improve the university teacher talent training mechanism and deepen the reform of the distribution system of public undergraduate universities in Dalian,the countermeasures of teacher talent team construction.
