Public universities are public institutions is an important category, since the1990s this group appear supernumerary personnel since its management is increasingly caused by the existence of many academics and practitioners concerned. Currently, including the reform of public institutions, including colleges and universities is at a critical stage, how to regulate the establishment outside the university personnel management, personnel management solutions supernumerary universities exist many problems, will directly affect the employment of university management system and mechanism innovation results.In this paper, the current status of college supernumerary staff to sort out that the current number of college supernumerary personnel management showing more and more controversial, groups of poor stability, college financial overwhelmed, illegal employment, etc., there is bound to circumvent the law, this legal loophole; expenditures difficult security, personnel benefits can not be implemented; unequal pay, poor staff motivation; serious brain drain, uncontrollable, so that we and other issues.On this basis, Guangzhou Vocational College of Technology&Business, for example, the school supernumerary personnel management to analyze and research. The author believes that the school has the advantage of supernumerary personnel management:the implementation of staffing system, complemented by standardized contract management, to establish a level playing field, may be next on the employment mechanism; opening series of the channel transfer supernumerary staff, in terms of policy to the extent permitted supernumerary personnel for outstanding turn compiled to create conditions; personnel management standardization, preparation of personnel recruitment evidence-based, open, fair and impartial operation into the series, put an end to secret operations, through the back door and so on. For the Government, we should vigorously promote the reform of public institutions to develop the introduction of relevant judicial interpretations, improve relevant laws and regulations, and increase the phenomenon of illegal employment outside supervision and inspection efforts. For colleges and universities is concerned, you can set from a scientific positions, preparation of management reform, optimize the employment methods, improved benefits, and create a good environment. Finally, for individual employees to improve their awareness of rights, good career planning. Multi-pronged approach in order to achieve the harmonious development of universities and personal development of win-win situation.
