Public policy is an important tool of government governance,and the continuous optimization and improvement of the public policy process is the fundamental way for the government to achieve "good governance".In recent years,Gansu Province has taken the balanced development of compulsory education as a major livelihood project,promoted it at a high level and guaranteed it by policy,and achieved the goal of basic balance of compulsory education in the county.However,there are still some problems in the process of policy implementation,which restrict the quality and balanced development of compulsory education and need to be further solved.In the current context of rapid development of network information technology,the balanced development of compulsory education faces a more complex policy environment,and it is difficult to solve the problems and bottlenecks faced in the policy process with traditional governance.The Fifth Plenary Session of the 19 th CPC Central Committee proposed "accelerating digital development and building a digital China",emphasizing the need to strengthen the government’s digital governance capacity and optimize the policy process and public service level by effectively applying digital technology to government governance.This paper explores the optimization of the policy process from the perspective of digital governance,takes the problems of the policy process of balanced development of compulsory education in Gansu Province as the entry point,and puts forward suggestions for optimization,which can help improve the government’s public policy level and governance capacity.By reviewing a large amount of literature materials,using interview method and questionnaire method to obtain research data,and applying theories such as policy process theory,digital governance theory and open government theory,this paper sorts out the main problems in the policy process of balanced development of compulsory education in Gansu Province from four dimensions,i.e.,in policy formulation,there are problems of insufficient ability to prevent policy problems in advance,low digitalization of decision data sources and poor channels for multiple participation;in policy implementation,there are problems of insufficient digital coordination ability and imprecise allocation of policy resources;in policy supervision,there are problems of insufficient information disclosure and lack of real-time supervision of the policy process;in policy evaluation,there are problems of insufficient scientific evaluation methods and single evaluation subjects.Focusing on these issues,five countermeasures are proposed based on the perspective of digital governance.First,to improve the digital governance thinking and cognition of the policy process,adhere to the concept of people-centered decision-making,and establish the concept of digital governance of the policy process;second,to strengthen the precise identification of policy objects through the integration and analysis of data,to improve the accuracy and comprehensiveness of decision-making data,and to realize the precise allocation of policy resources;third,to use digital collaboration and sharing to enhance the effectiveness of the public policy process and innovate the way of public policy supervision and evaluation;fourth,to promote the construction of a pluralistic and common governance system under the leadership of the Party through digital openness and strengthen the openness of the policy implementation process and the public disclosure of the results;fifth,to reduce the risk of public policy by using digital overtime prognosis.This paper investigates the optimization of the policy process of balanced development of compulsory education under the perspective of digital governance combined with the theoretical framework of the policy process,which is innovative in terms of research perspective,hoping that the findings of the study will provide useful references for the education administrative department in Gansu Province.
