In the era of Internet rapid popularization, the rising of network public opinion has become aforce that cannot be ignored, and it began to affect the educational policy areas.In recent years, networkpublic opinion plays an important role when the educational problems appear each time.The revolution ofnetwork public opinion of reform in educational policy forces us to start to show an interest in the influenceof network public opinion, and to expect to optimize the education policy of our country by the impactresearch of network public opinion in the process of educational policy.This thesis’s basic focuses are the educational policy process and the network public opinion.From the educational policy and basic theory of the network public opinion, the thesis analyses therelationship between them and the relevant cases of the different stages in the process of the educationalpolicy. Also it deepens the objective understanding of network public opinion and puts forward the personaladvice of optimizing the educational policy with reality.This thesis is divided into five parts mainly. It illustrates the influence of the network publicopinion on educational policy’s implementation process by analyzing two cases as well; The fifth part is thesummary.
