The rapid development and rectification of out of school training institutions,on the one hand,reflects the choice needs of Chinese families for diversified education,on the other hand,it also reflects the efficiency and governance ability of local government supervision and governance system.Since 2018,the Chinese government has successively issued relevant policies at the national level to regulate after-school training institutions,and the governance of after-school training institutions has gradually achieved phased results.With the implementation of the "double reduction" policy in 2021,the governance of after-school training institutions has entered a new stage again and become an important part of the "double reduction".In order to achieve the "palliative" and "root cause" of out of school training institutions,it is necessary to improve the modernization of government governance system and ability.L district government is subject to the dilemma of its own governance system and ability.In the process of governing off campus training institutions,the problems such as unclear definition of governance subjects,loose degree of inter departmental cooperation and unclear responsibilities are more obvious,which hinders the process of governance modernization of L district government.For L District,under the situation of serious shortage of high-quality education,what is urgently needed is for the government to give full play to the main role,accelerate the transformation of government functions,improve the efficiency of government supervision and governance,guide the after-school training market to play the role of diversified education choices orderly and effectively,and meet the people’s demand for highquality education opportunities.Taking l District of Baoshan City as the research area,this paper takes the governance and rectification of primary and secondary school out of school training institutions in L District of Baoshan City as the research object.On the basis of combing the origin and development evolution of the governance policies of out of school training institutions in China,this paper expounds the development status and government governance status of out of school training institutions in L District of Baoshan City,analyzes the problems and deficiencies existing in the governance of out of school training institutions by L district government,society This paper makes a classified analysis on the three aspects of out of school training institutions,puts forward corresponding governance countermeasures based on the theory of diversified governance and networked governance,promotes the combination of promising government and effective market,continuously promotes the formation of the governance system with the government as the main body,and encourages the whole society to participate in the supervision and governance of out of school training institutions.
