The 21 st century is the century of the ocean.The development and utilization of marine resources are of great significance for ensuring national security,improving resource constraints,and developing the economy.Countries around the world now also take marine rights,marine economy,and marine environment as major strategies.With the increase in the intensity of marine resource development and utilization,the maritime space planning industry is receiving more and more attention.The land use of port cities is inextricably linked to the industrial structure and the development of marine economy.Reasonable planning of land use layout,optimization of the industrial structure of marine-related industries,and scientific use of marine resources are the key to breaking through the plight of port city development.At present,the inadequate use of port city space and urban development in our country is common,which usually manifests as a lag between one side and the other.Affected by factors such as the policy environment,geographical location,historical reasons,overall urban development,industrial structure,and resource characteristics,the development modes of port cities vary greatly.This article takes China's typical small and medium-sized port city,Lianyungang City as an empirical research object,and applies the basic theories and viewpoints of environmental resource economics,regional geography,operations research,land planning,urban planning,system control and other disciplines.Marine economy,marine spatial planning,coastal land use,and industrial layout are introduced into land use planning,emphasizing the long-term perspective on the allocation and layout of spatial resource utilization between cities and spaces.After analyzing the geographical location and resource conditions of Lianyungang City,this paper explores the current status and changes of land use and marine economic development in Lianyungang City,and summarizes and analyzes the existing planning plans.Through the combination of theory and empirical,qualitative and quantitative analysis of land use types,quantity distribution and location characteristics in Lianyungang City,the land use structure,use intensity,land use economy and environmental gains and losses of the land system,Marine industry development,marine economic returns,marine environmental gains and losses,etc.This article comprehensively considers economic and social benefits,incorporates marine space into the spatial planning system,selects suitable indicators for dimensionless quantification,introduces information entropy weight method,AHP analytic hierarchy method,structural deviation and other measurement methods,consistency test and gray correlation degree,etc.Test method,study the coupling and coordination relationship between land use and marine economic development in Lianyungang City from 2007 to 2018,and analyze its interaction.Combined with the current situation of land use and its changes in Lianyungang City and the status and changes of its marine economic development,this paper explores the coupled development of land systems and marine economic systems,analyzes and compares the coordinated and coordinated development of Lianyungang urban counties in different periods,and explores optimization The land use of small and medium-sized port cities and the development of the marine industry make them compatible with each other to promote sustainable urban development.The research results show that from 2007 to 2018,the coupling between the two systems of the land system and the marine economic system in Lianyungang has been at a relatively high level,and land use is closely related to the marine economy.In addition,the coordinated development relationship between the two has gradually strengthened,and the coordinated development phase of the two systems has gradually adjusted along the direction of barely coordinated-primary coordination-ultimate coordination.From the analysis results,we can see that the degree of coupling and coordination of the two fluctuates,the direction of change varies,and the dominant position of the system alternates.On the one hand,the coupling and coordination of the two systems in the first six years showed opposite changes,while the two in the next seven years gradually became consistent.On the other hand,it can be seen that from 2007 to 2015,the two systems transitioned from the barely coordinated transition phase to the primary coordination level in the coupling and coordination phase.The marine economic system and the land system have undergone ocean-led-run-land-led-run-Marine economy dominates-The changing path of running-in,the two system forces continue to alternate and run-in.After 2015,moderately coordinated development of the two systems has been basically achieved.With the development of society and economy,the demand for resource development and utilization will further increase.It is necessary to break the inherent sea road splitting thinking,pay attention to the land and sea integrated space planning of small and medium-sized port cities and marine economic systems,and do a good job of collecting,statistics and registering basic data We will pay attention to the planning and layout of construction land,coastal zone land and maritime production land,and make reasonable use of marine resources.The city should balance urban and rural areas,coastal areas and land,agricultural land and construction land.Cities should play a positive role in agglomeration and develop jointly.Cities
