On The Perfection Of The Legal System Of Watershed Management Planning In My Country

Watershed is the birthplace of human civilization and the most basic element of natural ecology and environment."The total amount of water resources is abundant,but the per capita share is small and the distribution of water resources is uneven" is the basic water situation in China.With the accelerated development of China's economy,the problem of water resources on which human beings depend has become increasingly prominent,which is very important for the planning of river basin management.Most of the world's river basin management has corresponding planning laws.They carry out overall planning research according to the natural attributes of the river basin and the history of river basin management.Our country has also made many useful explorations.However,there are still many problems in the current legal system of river basin management planning,which can not meet the needs of current social development.This paper is divided into four parts.In the first part,the connotation and characteristics of river basin management planning are discussed from planning theory,governance theory and basic issues of river basin management.The second part summarizes the successful factors of the legal system of river basin management planning by analyzing the model,management experience and successful path of foreign important river basin management planning.The third part summarizes the history of river basin management in China since the founding of New China,and then discusses the existing problems,such as the lack of system,imperfect law,scientific democracy and coordination of river basin management planning.The fourth part,on the basis of summing up foreign experience and analyzing the lack of legal system of river basin management planning in China,puts forward relevant suggestions to solve the problems,and puts forward relevant suggestions to improve the legal system of river basin management planning.
