The structural reform of supply-side is an important part of promoting the development of the national economy.The key points involved are: the priority development of quality and efficiency,the continuous advancement of quality,efficiency and power reforms,and the improvement of total factor productivity.As the link of material circulation,the logistics industry contributes to the national economic GDP.The northwest region mainly includes Shanxi,Gansu,Qinghai,Ningxia Hui Autonomous Region,and Xinjiang Uygur Autonomous Region.The northwest region has abundant natural resources,basic material conditions and human resource,and has strong industrial structures complementarity with the eastern and central region,which determines its strong logistics demand and broad development space.But the development of logistics industry of the northwest region is relatively lagging behind.As an important part of the “Belt and Road” strategy,the northwest region needs developing the logistics industry as the third sources of profit to promote economic improvement.At the same time,the further development of the logistics industry in Northwest China can greatly improve the level of national economic development and accelerate the pace of supply-side structural reform.The Low-carbon economy has become the theme of modern economic development.In the logistics industry,the energy consumption is mainly non-renewable energy.For the logistics industry in Northwestern China to achieve long-term sustainable development,it is necessary to increase low-carbon transformation efforts and innovate low-carbon development models.In addition,in the development of the local low-carbon logistics industry,the structural contradictions in supply have become more and more prominent,and problems such as low logistics efficiency and slow growth appeared.In order to make an objective and reasonable evaluation study on the efficiency of low-carbon logistics in the Northwest,in the context of supply-side structural reforms,this paper fully considers carbon emission constraints,combines the development characteristics of the logistics industry in Northwestern China and uses the data envelopment analysis(DEA)to select Xi’an,Xianyang,Weinan,Lanzhou,Jiayuguan,Jiuquan,Yinchuan,Shizuishan,Xining and Urumqi as the research objects and establishes the input-output index system to analyze the effectiveness of these 10 cities.First,the basic DEA model and SE-DEA model are used to analyze technical,pure technical and scale efficiency,and an in-depth analysis and sorting of effective decision-making units are given.Then the gray relational analysis is used to obtain the impact of input and output indicators on efficiency.The DEA-based Malmquist index method is used to analyze the dynamic validity of the total factor productivity effectiveness of the productivity of the 10 cities from 2014 to 2019.Finally,the Tobit regression analysis method is used to find out the external factors affecting the development of local low-carbon logistics efficiency.In the view of the existing problems,this paper puts forward reasonable suggestions based on the actual situation.
