Research On The Improvement Of Non-bidding Procurement Management Of SD Power Group

Nowadays,affected by the wave of state-owned enterprise restructuring in the new economic era,the development of electric power enterprises has encountered a bottleneck.Higher requirements will be put forward to the enterprise's operation and development level.Procurement is the operation core of electric power enterprises,which is divided into bidding procurement and non-bidding procurement.A relatively complete system and operation process have been formed in purchase by public bidding at home and abroad,while non-bidding purchase as a complement of bidding mode,can simplify the operation process,enrich the procurement form,and improve the procurement efficiency greatly.Therefore,make the non-bidding procurement management science and reasonable,optimize purchasing process and enhance purchasing efficiency are the most important thing in enterprise management.The article expounds the meaning,content and mission of non-bid purchase management,on the theoretical basis of domestic and foreign purchase management,process optimization and supplier management.Through the analysis of the contents,methods and management forms of SD power group's non-tender procurement management,the existing problems in the current non-tender procurement process are obtained by using ASME analysis method,and the crux of other problems such as supplier management is further obtained by drawing fishbone diagram.Through ESIA system,the procurement process is optimized,a relatively perfect supplier evaluation and selection system is developed,and the corresponding guarantee measures are proposed.At the last,the initial improvement goal is achieved by improving the expected analysis of the plan.This study fully combines the theoretical basis and the current situation of the enterprise,and the flowchart table,chart,ASME analysis method and ESIA process optimization approaches are used to analyze.The results of this improvement study are expected to provide reference and help for other enterprises' non-bidding procurement management.
