Water security concerns the construction of mankind-sharing community and sustainable development,and it is one of the major issues facing the world.International water security issues need to be resolved through international cooperation.Boundary rivers and lakes are resources shared by many parties,and all parties consciously treat international rivers as domestic rivers,so that there is no complete set of water security mechanism to deal with issues in the region.China,Russia,and North Korea are neighbors to each other.Mongolia borders China and Russia.There are many rivers and lakes passing through and spreading among them.Through studying the water security cooperation on the borders,it can provide a positive effect for the existence of Northeast Asia.The issue of water security provides reference meaning,promotes regional cooperation and economic development in Northeast Asia,and effectively curbs various pressures brought about by changes in water resources.The paper was guided by the theory of public goods and externality,and combines theory and practice to study the water safety of the borders of China,Mongolia,Russia,and North Korea.Firstly,the article defines the concept of water security,and has a general understanding of boundary rivers and lakes.Secondly,analyze the current situation on water security cooperation,and through the analysis of the current situation and problems,put forward the key areas and cooperation mechanisms for water security cooperation.Finally,the specific measures on water security cooperation and China's countermeasures are proposed.
