From reform and opening up to poverty alleviation,and then to the follow-up of Rural Revitalization Strategy.The number of major projects in China also increases with the development.Because most of them are dominated by the government,the investment amount is huge,the scale is large,the construction time is long,the project is complex and uncertain factors are many,and the interest related areas are wide,which have a very important influence on social development and national economy.Therefore,the risk events that destroy social order and social stability caused by them also happen frequently,which has attracted the attention of the government,the people and the social subjects.The reasons for the risk are difficult to accurately lock and quantify,and the operation mechanism is difficult to be fully clear,the evolution and transmission mode and path are difficult to predict completely.Most of the evaluation indexes show certain lag and error.Among them,it is particularly important to select the social stability risk assessment index of major engineering projects.Therefore,in order to promote economic development smoothly and steadily,we must pay attention to the smooth implementation of major projects,which requires accurate and scientific social stability risk assessment of major projects.All of these presupposes that the risk index of social stability of major engineering projects is selected accurately and with the times.The thesis is divided into three parts:The first part studies and analyzes the causes of social stability risk of major engineering projects.By using the method of literature analysis and case analysis,the author identifies and summarizes five categories and 19 social stability risk indicators under the project,and then constructs the primary evaluation index system.Then,through the deletion and sorting of the identified primary indicators,and inviting experts from relevant fields to score the primary indicators,the risk assessment indexes of social stability of 18 major projects of 5 categories are finally determined.The second part,through Delphi method,compares the two indexes at all levels,and points out the relative importance of the indicators,and obtains the judgment matrix.Then,AHP(analytic hierarchy process)method is used to calculate all the risk index weights respectively,and the data consistency test is carried out to determine whether the judgment matrix is correct.Finally,the index weight is sorted.Finally,combined with the fuzzy comprehensive evaluation method,the weight of the influencing factors calculated by AHP method and its membership degree are combined to carry out comprehensive evaluation,so as to complete the social stability risk assessment of major projects.The third part,XXX project is replaced by the social stability risk assessment model established before,and the social stability risk assessment is carried out,and the social stability risk level of the project is low and medium risk.Finally,the paper puts forward forward-looking and preventive measures for the social stability risk management of the project according to the risk indicators.Through the study and Research on the social stability risk index of major engineering projects,this paper thinks that some special projects with great social stability risk are classified into the category of major projects,which are not huge in investment but related to the vital interests of the people;At the same time,the accuracy and timeliness of some of the indicators need to be improved.The social stability risk of major engineering projects changes with the development of the times,and is concrete.Finally,the social stability risk assessment index of major engineering projects should have the following two conditions: 1.most groups related to the interests of major projects;2.the behaviors of the front group will react to major projects and affect the normal implementation of the project.In conclusion,this paper puts forward the principle of "timeliness" creatively in the selection of indicators,and strictly combines the two conditions.To some extent,the evaluation indexes of social stability risk of major projects in China are selected accurately and timely.The purpose of this paper is to provide relatively accurate and time effective evaluation index for the social stability risk assessment of major projects in China.It is hoped that it can help the improvement of social stability risk assessment of major projects in China,and make the evaluation results more reasonable and scientific.
