At the current time when agriculture in China is in the transition period from traditional agriculture to modern agriculture,it is important to ensure the growth and quality of agricultural products while maintaining the healthy development of the agricultural ecological environment. The main part of agricultural production is the vast number of farmers,as farmers are influenced by themselves or various complex factors in society, this leads to unreasonable structure of chemical fertilizer application by farmers and inefficient use of chemical fertilizer, posing a serious risk to soil, water sources and food security, and also makes governance complicated due to the negative externality of excessive chemical fertilizer application by farmers.Consequently, while stabilizing the increase in crop production and improving quality, reducing the quantity of chemical fertilizer applied and exploring effective ways for farmers to reduce chemical fertilizer application are beneficial to the stable development of society and the protection of the agricultural ecological environment, thus facilitating the sustainable development of agricultural production. The research in this paper is based on externality theory, farmer behavior theory and sustainable development theory, combined with a compilation study of the literature,a field study was conducted on 276 farming households in Zhengyang County,Henan Province,on their household operations and chemical fertilizer application in 2019.Combined with factor analysis and multiple linear regression analysis, was conducted an empirical study to examine the quantity of chemical fertilizer applied by farmers. The results of the study were as follows: whether they joined agricultural cooperatives, whether they applied organic or chemical fertilizers, whether they attended in chemical fertilizer application technology training or lectures, chemical fertilizer application reference basis, whether they were aware of agricultural non-point source pollution, awareness of farmers of pollution in their surroundings, whether they were aware of the pollution caused by excessive fertilizer application to agriculture, whether they reduced the quantity of chemical fertilizer application to protect the environment, whether they would reduce the quantity of chemical fertilizer application for government subsidies;and other factors on farmers the influence of fertilizer application behavior is negative;the influence of factors such as the occupation of the farmers on the quantity of fertilizer applied is positive. In order to further analyze the fertilizer application behavior of farmers,on the basis of factor analysis, and the influence factors of the intention of farmers to reduce fertilizer application was analyzed by binary logistic, the results demonstrated that the area of cultivated land, household agricultural income, number of cultivated land, total annual household income, total number of household members, fertilizer buying channels, channels to obtain fertilizer information, whether they know about slow-release fertilizer, whether they know about chemical fertilizer brands, whether they know about formula fertilization by soil testing, whether they would reduce the quantity of chemical fertilizer application for government subsidies, the age of the farmers, the education level of the farmers, the length of time farmers have been engaged in agriculture, whether they reduce fertilizer application because of the effectiveness of fertilizer, whether they have the intention to reduce fertilizer application, whether they have sufficient water sources for irrigation on farmland, and whether they understand the pollution caused by excessive fertilizer application to the agricultural environment and other factors have a positive impact on whether farmers have the intention to reduce the quantity of fertilizer application.Lastly,in order to guide farmers to reduce the quantity of fertilizer application, targeted recommendations are made from the perspective of individual farmers, social organizations and national policies.Enhance the knowledge of farmers of agricultural non-point source pollution among farmers and raise their awareness of environmental protection;strengthen the quality education of farmers and train new types of professional farmers;develop scale operations to reduce the cost of agricultural production;improve the agricultural technology promotion system to transform the traditional fertilizer application methods of farmers;and establish a policy subsidy mechanism to induce farmers to reduce the application of chemical fertilizers.
