Research On The Construction Of Statistical Index System Of Traditional Chinese Medicine Industry In Beijing Based On Three Major Industries

In the context of deepening the reform of the medical and health system in China,the development of traditional Chinese medicine is highly valued.The promulgation of the law of traditional Chinese medicine marks the new stage of the development of traditional Chinese medicine in China.The state and Beijing have successively issued a series of policy documents,which have carried out a comprehensive layout and planning for the development of traditional Chinese medicine,and have made clear the technical development,scientific and technological innovation,personnel training,culture and international exchange of traditional Chinese medicine and so on.However,at present,there is no comprehensive and systematic evaluation of TCM based on the "three industries" at home and abroad,and the development of TCM has not been evaluated.Objective:Based on the "three industries" of the national economy and the "five centers"of the development of traditional Chinese medicine in Beijing,this study explores the path to build the evaluation and statistical index system of traditional Chinese medicine industry in Beijing.This study is in line with the needs of the comprehensive development of traditional Chinese medicine in Beijing in the new era.The construction of the statistical index system can break the departmental barriers,realize data exchange and sharing,comprehensively reflect the development of traditional Chinese medicine in Beijing,and also provide certain reference for the evaluation of regional development of traditional Chinese medicine,and promote the process of standardized and standardized statistics and evaluation of traditional Chinese medicine.Methods:Firstly,using literature research and bibliometrics to sort out the distribution of traditional Chinese medicine in the "three major industries" of the national economy,and according to the industrial development policy of Beijing,determine the distribution catalogue of traditional Chinese medicine industry in Beijing,and build the framework of evaluation indicators.At the same time,sort out the indicators of traditional Chinese medicine in the existing statistical data,and build the primary index library.Secondly,by using the methods of policy measurement and map analysis,the co-occurrence analysis and centrality analysis are carried out for the policies related to traditional Chinese medicine in Beijing,and the primary database is screened.Thirdly,Delphi expert consultation method is used to score the importance and recommendation of index items.Fourthly,data analysis method is used to score the indexes based on the centrality data of expert scores and policy measurement Based on the "result chain"theory framework,this paper comprehensively evaluates the statistical index system of Beijing Traditional Chinese medicine industry evaluation,and discusses the integrity and scientificity of the index system.Results:(1)Through literature research and measurement,combined with policy requirements,combing the distribution catalogue of traditional Chinese medicine industry,and screening,the distribution catalogue of traditional Chinese medicine industry in Beijing was obtained.The traditional Chinese medicine industry in Beijing is mainly distributed in 14 categories,including 29 categories,48 categories and 70 categories.(2)Comprehensive use of policy measurement,atlas analysis and Delphi specialty By the method of home consultation,the evaluation index system of traditional Chinese medicine industry in Beijing was determined,and 71 index items were finally obtained.According to the key words' centrality of policy and the evaluation of experts,there were 13 "first class indexes",17 "second class indexes",6 "third class indexes" and 35 "fourth class indexes".(3)The framework model of "result chain" was used to evaluate traditional Chinese medicine industry in Beijing It is found that there are only two indicators in the "result" link of the index system,which needs to be further improved.Conclusion:(1)The traditional Chinese medicine industry is widely distributed in the"three major industries" of the national economy,and the conventional industry and the emerging industry keep abreast.(2)From the perspective of policy,the direction,emphasis and continuity of the development of traditional Chinese medicine in Beijing are clear.(3)The "one kind of indicators" obtained from the research involve the technology development center,scientific research and innovation center,cultural center and international exchange center It is suggested to include it into the routine statistical system for collection.(4)More attention should be paid to the "results" indicators in terms of the utilization of traditional Chinese medicine services,the acquisition and use of traditional Chinese medicine products,the effect of traditional Chinese medicine culture and education,and the overall satisfaction with the development of traditional Chinese medicine.(5)Due to the influence of various factors,traditional Chinese medicine in Beijing should be further improved The industrial evaluation index system needs to be further standardized and improved from the aspects of objectivity,scientificity and dynamic.
