With the advancement and improvement of medicine and biotechnology,while effectively treating and defending against diseases,people must also deal with ethical challenges such as illegal human tests,manipulation of genes,and abuse of reproductive technologies.This not only needs to effectively control the limits of the high-tech field,but also to formulate an appropriate insurance policy for the health cause and provide a moral basis for it.Bioethics is widely developed in this sense.In the 1970s,western bioethics conducted a series of ethical evaluations on medical practice,technical research,and insurance policy,making it a discipline that includes academic research and clinical practice.Various theoretical schools of contemporary bioethics present quite complex conflicts between normative theory and biomedical practice.Multicultural consensus must be reached within the framework of a unified and standardized ethical principle.The principles of contemporary bioethics are a framework for evaluating life sciences and medical care.In the sense of regulating applied ethics,the function of principles is not to provide specific guidelines for behavior,but to provide the most general and comprehensive ethical support for rules and judgments.In this process,the mainstream western bioethics school established a relatively complete research paradigm on the basis of principle,including Beauchamp and Childress' "Four Principles" and Engelhardt's "Permission Principle".Chinese bioethics keeps pace with the times,absorbs and draws on international achievements,builds on its own nationality,conducts timely research on technical and ethical issues,taps into the traditional ideas of localized bioethics,and gradually builds a contemporary life that integrates obligations and utility Ethics research platform.Based on this,the content of this article is divided into four chapters:The first chapter starts from the relationship between bioethics and medical ethics,and proposes bioethics as the third stage of medical ethics development.At the same time,in the sense of cultural value,think about the prolongation of life and the improvement of life quality.It further proposes the connotation of contemporary bioethics,analyzes representative issues and disputes,and points out the necessity of establishing a decision framework for bioethics principles.The second chapter is based on the theoretical background,specific content,and context of utility to fully explain the "Four Principles" of Beauchamp and Childress.The four principles of the initial obligation(that is,respect for autonomy,non-harm,benefit and fairness)cannot provide direct guidance for specific behaviors.It requires the use of costs,risks,and benefits trade-offs to form a more detailed analysis method.The restrictions on respect for the principles of autonomy and justice Next,carry out cost-benefit analysis(CEA),cost-benefit analysis(CBA),and risk-benefit analysis(RBA)to ensure the effectiveness of the principle of non-harm and benefit.The third chapter discusses Engelhardt's theory of "permission principle" from the moral diversity,theoretical connotations and cultural values.The failure of enlightenment and the abstract laws of reason cannot provide concrete moral emotions for modern bioethics,and thus cannot propose moral principles full of content.Based on the principle of allowance,conduct possible moral negotiation between moral differences,and guide the actions of different subjects through the principle of good deeds,in order to ensure public policy and national authority based on the moral community.The fourth chapter compares the path similarity and difference between the "Four Principles" and the "Permission Principle",and concludes that as bioethics principles,both of them reflect the practical application of the pursuit of methodology and the combination of principles and circumstances.In this sense of reference,Chinese bioethics can not only form a medical system that benefits people's livelihood on the basis of mutual virtue and justice,but also explore the local form of bioethics in traditional cultural resources.In general,scholars hold different views on the principles and principles of establishing universal bioethics and whether there is a global bioethics,which makes principledism constantly face the double test of legitimacy and practical effectiveness.However,facing many similar ethical issues around the world,contemporary bioethics still needs to resort to universally valid ethical principles and ethical values.In this context,Chinese bioethics research should actively explore the public moral foundation and traditional cultural resources,and provide an ethical foundation for the improvement of national policies and systems.
