Research On The Optimization Of Demand-oriented Public Cultural Service Supply Mode

Public cultural service is an important part of public service and it's an important way to enhance the “soft power” of city culture.But in rural areas,there are many problems,such as shortage of supply,single input channel,structural imbalance,the public culture supply provided by the government unilaterally,the demands of people are neglected,effective needs are not met and so on.After more than 40 years of development,Wenzhou's public cultural service has gradually changed from a planning mode dominated by the municipal commission and government to a demand-oriented supply mode.During the years,the government of Wenzhou promoted the menu services of cultural auditorium by modern network technology,and attempted to establish a new paradigm of rural public cultural supply and demand relations in the new era,and a closed-loop management mode of "ordering--service--feedback--improvement",which to some extent conforms to the current social situation in China.menu service of cultural auditorium is a typical representative or epitome of Wenzhou public cultural service.In this background,the study of the supply mode,discuss the pros and cons of this pattern,to further improve the Wenzhou public cultural service supply mode and the menu services system of cultural auditorium,as well as the way of the public culture supply in rural areas to provide suggestions,improve the rural public cultural service system construction has very important practical significance and theory significance.Based on a review of domestic and foreign literature,this paper discusses the supply of public cultural services in Wenzhou on the basis of Lindahl equilibrium and Tiebute model.By reviewing and summarizing the historical development of Wenzhou's public cultural service supply mode,this paper simply presents the process of Wenzhou's public cultural service development.Then,taking "menu service system of cultural auditorium" as an example,this paper summarizes the current supply situation of demand-oriented public cultural services in Wenzhou.Based on the questionnaire survey,the writer knows the current situation of the demand for rural public cultural services,analyzes the problems and causes of the supply of rural public cultural services in Wenzhou,especially the menu service system of the cultural auditorium,and puts forward some feasible suggestions for further optimizing and improving the supply of public cultural services.This paper argues that,in orderto improve the supply of public cultural services,Wenzhou implemented the " menu service system of the cultural auditorium" to provide public cultural services to rural residents.However,due to various reasons,such as insufficient attention to people's consumption preferences,insufficient promotion,and too high functional goals,the cultural auditorium menu service system is not enough to motivate decision makers to take actions,etc.Objectively,the inherent inefficiency of the administrative system,the constraints of equality and orientation on efficiency,and the difficulty in understanding or summarizing the real consumption preferences of the public;Besides,Wenzhou's public cultural service system has some problems,such as insufficient attention from the government,insufficient manpower of public cultural service team,unreasonable distribution of grassroots public cultural service facilities and mismatched functions.It does not effectively serve the supply of public cultural services,nor does it realize the Pareto improvement of public cultural services.Through analysis,this paper argues that Wenzhou's public cultural services still have great room for Pareto improvement.But in any case,it is difficult to make it achieve or close to Pareto efficiency.Therefore,a series of measures and mechanisms should be adopted,such as improving the consumption preference collection mechanism of the cultural auditorium menu service system,cultivating the public's interest in use,adjusting the layout and service functions of Wenzhou grassroots cultural facilities,and adjusting the management system of grassroots cultural teams.If we focus on the long term,we should run public cultural services in a sunny manner.Adhere to the basis of professional knowledge,promote scientific decision-making;Subdivide the public cultural service and adopt different distribution system according to different characteristics;It is still feasible to maintain the stability of the cadre troop and establish the long-term policy mechanism to realize the continuous,steady and gradual improvement of the public cultural service.
