| The roform of prisons in late Qing dynasty is a great achievement in the whole history of prison development.Among them,as the first step of prison reform in the late Qing dynasty,the prison training institute was the forerunner of modern civilized prison.The concept of prisoners’ sitting penalty should be abandoned in the practice of criminal arts,and prisoners should be reformed in prison.The system enforces forces prisoners to learn skills in prison so that they not only bring benefits to the prison,but also provide security when they get out.Its role in the whole history of prison development cannot be ignored.The first chapter minly introduces the reason and purpose of establishing the institution.Chapter two and chapter three are the ksy parts of this paper.This part introduces in detail the initiative of Zhao erxun,governor of Shanxi Province,to set up a criminal trairing center and the general establishment of it throughout the country.In addition,it also introduces the relevant management system of each institution of criminal practice according to the actual situation of each place.The fourth chapter mainly introduces the gap between the actual operation and the ideal state of the prison,and summarizes the enlightenment of the contemporary prison aministration.In the context of deepening prison reform,we must learn from the past and avoid repeating past mistakes. |
