| As a national strategy,the development of civil military integration shoulders the heavy burden of promoting military modernization and economic development.At this stage,it has entered a critical period of deep integration and leap forward development.The report of the 19 th National Congress of the Communist Party of China pointed out: "deepen the reform of national defense science,technology and industry,form a deep development pattern of civil military integration,and build an integrated national strategic system and capability." The opinions of the general office of the State Council on promoting the in-depth development of civil military integration of national defense science and technology industry and the 13 th five-year plan for the development of civil military integration of science and technology put forward to promote the overall sharing of civil military science and technology resources.Under the background of high-quality development led by scientific and technological innovation,how to make full use of military and civil resources to improve the national comprehensive scientific and technological innovation ability is an extremely important issue.In recent years,China’s military and civil parties have launched a series of explorations in the sharing of scientific and technological resources.Although some achievements have been made,there are still some problems such as the weak awareness of military and civil sharing and the low degree of sharing mechanism,which need the joint efforts of the industry and academia.At present,the academic research on the sharing of military and civilian science and technology resources has a weak theoretical basis,and only some studies do not consider the multi-subject and multi object characteristics of science and technology resources sharing,so there are some difficulties,such as insufficient explanation and countermeasures.How to enhance the awareness of military and civil sharing and improve the formation of sharing mechanism is the problem to be solved in this paper.In this paper,from the perspective of stakeholders,the participants of science and technology resources sharing are included in the military and civil science and technology resources sharing,and the system dynamics method is used to study the military and civil integration of science and technology resources sharing.First of all,it combs the relevant literature,defines the relevant concepts and research status at home and abroad;on this basis,it analyzes the system composition and interaction,and proposes that the sharing of military and civil science and technology resources includes the supply and demand side,the management side and the participants,and finds the influencing factors of the sharing of military and civil science and technology resources from the four main participants.Secondly,system dynamics equation and causality diagram are constructed.Thirdly,combined with the situation of science and technology resources sharing in Chongqing,using the city’s data operation model to simulate and analyze the results of policy scenarios and scheme comparison,it is found that the formation degree of military and civilian science and technology resources sharing mechanism is positively correlated with military and civilian ideas,the marketization degree of science and technology intermediary,the reform of management system and mechanism,market demand,and the confidentiality system is negatively correlated The degree of intermediary marketization and market demand have the greatest impact on the formation of the sharing mechanism;the synergy of multiple factors is more conducive to the formation of the sharing mechanism of military civilian integration of science and technology resources.Finally,based on the analysis of the simulation results,this paper puts forward suggestions on the construction of the sharing mechanism of military civilian integration science and technology resources from the aspects of strengthening the guarantee mechanism,optimizing the sharing mode,improving the incentive mechanism of interest compatibility,and improving the management system and mechanism,so as to provide the basis for the science and technology management departments at all levels to make decisions and formulate policies. |
