Study Of Intelligence Sharing Mechanism Of US Fusion Center

A fusion center is a specialized agency,which was co-sponsored by the Department of Homeland Security and the Department of Justice and managed jointly by the state,local and tribal levels of government law enforcement and homeland security services after the 9/11 incident for the United States to break the intelligence-sharing barrier under the “stovepipe” intelligence system,and to enhance the ability of federal,state,and local governments to share information with each other.After more than a decade development,the fusion center has enlarged into a national network of fusion centers with 79 fusion centers from the initiative few loosely independent law enforcement intelligence agencies,supporting magnificently in the law enforcement,counter-terrorism,maintenance of public security and even the national security of the United States.At this point,amid a complex and grim security situation,such as the “three forces”,all kinds of social emergencies,national disasters,and so on,how to set up a more efficient public security intelligence sharing mechanism and to play a better role in the early-warning and practical guidance of the public security intelligence is a top concern in the field of public security.The United States has changed the rigid intelligence sharing interest structure through the establishment of a fusion center.Fusion centers promoted the sharing of intelligence across different regions,levels,departments,and between public and private,which has enlightening meaning for the public security intelligence sharing mechanism.Based on Dawes’ interagency sharing factor model,this paper extracts the four key parts of the intelligence sharing mechanism of fusion center,which are the policy framework,structure,operation and underlying core technology guarantee.This paper also provide an analysis on the content of the intelligence sharing mechanism of fusion center by related theories and cases.Through analysis,the success factors of the intelligence sharing mechanism of fusion center include five aspects: the change of the intelligence sharing interest mechanism,the comprehensiveness of the policy support system,the flattening of the intelligence sharing structure,the sharing driving force brought by the in-depth analysis,and the perfection of the intelligence sharing technology system.On the basis,through literature and investigation,this paper concluded that the public security intelligence sharing mechanism of China still has certain deficiencies in the intelligence sharing interest mechanism,policies and regulations,operational structure,intelligence analysis and data standardization,which restricts the overall effectiveness of the public security intelligence sharing mechanism.Combining the useful experience of the intelligence sharing mechanism of US fusion centers,this paper proposes five specific suggestions for optimizing the public security intelligence sharing mechanism: establishing public security intelligence fusion centers,improving the policy and regulation system,establishing a public security fusion liaison officer system,improving the public security intelligence analyst system,and formulating Unified information exchange model.
