Research On The Application Of Government Tools In The Improvement Of Livable Environment Quality In Xi'an

The quality of urban livable environment is an important aspect of people's pursuit for a better life.Up to now,the quality improvement of urban livable environment has become the inevitable choice for the city to highlight the quality development and improve the governance efficiency,which is an important content of the modernization of urban governance.Facing the increasing demand of people for the quality of livable environment in cities,it is very urgent to improve the quality of livable environment in cities.Therefore,it is of great theoretical value and practical significance to carry out special and systematic research on the quality of livable environment in cities.Xi'an is a famous historical and cultural city in China and one of the nine national central cities.As people increasingly pursue the quality of life,Xi'an has put forward the development goal of building an ecological and livable city in the overall plan of Xi'an from 2004 to 2020.In recent years,through the continuous efforts of governments at all levels,Xi'an has been significantly improved in historical and cultural protection,public service facilities construction,urban transportation and other aspects.However,haze pollution,black and smelly water treatment,parking inconvenience and other problems also affect the quality of livable environment.At present,the quality of urban livable environment has become an important index for the performance evaluation of Xi'an civil servants.This paper focuses on the improvement of the quality of the livable environment in Xi'an and studies the application of government tools.The main contents include six parts:the first chapter,the introduction,mainly introduces the research background,research significance,domestic and foreign research progress on the use of government tools in the quality improvement of livable environment,and the research contents and research methods of this paper,which is an epitome of this paper.The second chapter,concept definition and theoretical basis,is the foothold and basis of this research.The concept definition is mainly to the government tool,the quality of livable environment and the quality of Xi'an livable environment.This paper mainly uses Salamon's theory of government tools and Zheng jiahao's theory of governance tools.The third chapter,Xi'an government livable environment quality ascension toolbox and application present situation,this paper introduces the Xi'an government livable environment quality ascension tools and types of recognition,through to the tool for identification and classification,using Salamon's tool to analysis the four dimensions of government,many levels deep exploratory analysis of the current Xi'an government in livable environment quality ascension tools use present situation and effect;The fourth chapter summarizes the problems in the use of government tools and makes attribution analysis by analyzing the current situation of the use of government tools in the third chapter.The problems in the application of government tools mainly include the single application subject,the lack of humanistic care and the lack of cooperation.The reasons for the existing problems include the weakening of social support,the inertia of tool selection,and the imperfect supervision and management mechanism.Chapter five,experience and optimization path.In the part of experience,the author mainly introduces the trading of pollutant discharge right and the third party treatment mode of environmental pollution in Hangzhou.Experience in the application of environmental protection laws and regulations in Zhuhai and voluntary agreements,eco-taxes,eco-labels and other governmental tools in Amsterdam.On the basis of experience,this paper puts forward some suggestions to improve the application ability of government tools,establish and improve the public participation government tools,and innovate the application ways of government tools.Chapter six,conclusion.Summarize and sublimate the whole article,and put forward the prospect.
