Research On Xining Municipal Government's Purchase Of Home-based Elderly Care Services From Social Forces

In recent years,according to the actual needs of the elderly and the government's related policy guidance,relying on community-based home care services has become an important way and development trend to resolve the problem of aging.The government of Xining started buying home-based elderly care services from social forces relatively late compared to the whole country.It is still in the process of reform and exploration.There are many problems.Therefore,there is huge space to improve government purchase efficiency and service quality.Firstly,this research uses the literature method to sort out some representative documents at home and abroad to understand the current research scope and main ideas.Combining new public service theory,principal-agent theory,and governance theory with relevant content,it provides scientific analysis perspective and theoretical support for research.In terms of status quo analysis,using observation methods and interview methods to analyze the development of Xining Municipal Government's purchase of home care services,the scope and structure of relevant subjects,the policy support and financial subsidy system given by the government,the construction of home care service networks,service content,and processes And the participation of older people.Through the analysis of the current situation,it is found that there is poor service connection and continuity in the purchase of home care services by the Xining Municipal Government,and the satisfaction of the elderly is not high;professional services are not in place,and some home care services are lacking;platform information is incomplete and services exist Loopholes;the elderly do not have a high level of understanding of services and their participation is low;social resources are tightly funded and operational pressure is high.The main reasons are frequent and complicated government bidding work and high frequency of social force replacement;lack of professional talents in social forces,insufficient service awareness and profit-oriented trends;rigid and lagging community work,and insufficient inter-subject work connection;subject to the traditional concepts of the elderly and insufficient publicity;Government funds are not properly invested and distributed,and social forces are overly dependent on government resources.Secondly,through comparative research methods,summarize some successful experiences at home and abroad,and provide valuable reference for the promotion and development direction of Xining Municipal Government's purchase of home care services.Finally,based on the actual situation of Xining City,it proposes to optimize the government bidding and management model and improve the multi-evaluation system;strengthen the construction of service teams in multiple dimensions and implement the new public service concept;strengthen the responsibility of the community and improve the coordination mechanism between the entities;Change the focus of propaganda;measures to optimize the allocation of government resources and improve the ability of social forces to develop independently,so as to promote the development of the Xining Municipal Government's purchase of home-based care services.
