The government purchased services has very important theoretical and practicalsignificance to promote the transformation of government functions.to build a service-oriented government, to improve efficiencyin the use of public finance.and to promote social harmony and stability.The Home-based care for the aged, which with the leading of government and the extensive participation of social forces,and by taking the family as the core, community-based, professional services as the main form of service,and also giving play to the community resources for the aged, is a new kind of mode by providing social old-aged service to solve their daily difficulties forthe old people who living at home.The Home-based care for the aged is more professional than the traditional family endowment, and more satisfied the old people who do not want to leave home.This dissertation is on the basis of government purchase of public service theory and social welfare pluralism theory, beginning from the concepts of the elderly care, home care, home care services, government’s purchase home care services; analyzed such as the motives, features and the development process of policies of about government purchase home pension service.Such a case of Xiangcheng,a district of Suzhou, the present situation, the existence problems and the causes after Xiangcheng district government had made the determine to afford home care service by purchasing form society organizations.In the course of this study, by using the large amounts of data form the investigation on the region’s 60 years of age or older by Xiangcheng Civil Affairs Bureau in 2013,I found and found out the problems, proposed approach to improve.
