Research On The Improvement Path Of Township Cadres' Policy Execution In The Process Of Rural Revitalization

Grassroots officials,especially those at the township level are indispensable in the process of rural revitalization and the building of a moderately prosperous society in all respects.They act as a main force in carrying out the policies of rural revitalization and their policy implementation abilities concern the implementation effect of the rural revitalization related policies formulated by the central government and the authority of the Party and the government among the mass.Therefore,it is necessary and meaningful to conduct a study of policy implementation from the perspective of township officials under the background of promoting the implementation of rural revitalization policies.Based on a sample of township officials in the L District,I carry out an in-depth study on the current status,existing problems and causes of policy implementation abilities in this paper through such methods as literature research,questionnaire survey and case study(referring in particular to the improvement of latrine in countryside by township officials).Through the research and analysis,township officials lack in-depth policy research and responsibilities and mission sense in terms of consciousness,lack cooperation,innovation and efficient work abilities in terms of collaboration abilities,lack solid work style and principles in terms of control abilities.Both subjective and objective causes account for these problems,mainly including ignorance for the study of rural revitalization related policies,deviation from the solid policy implementation philosophy,deficient comprehensive quality,weak work style,ineffective supervision over policy implementation,unsound incentive mechanism,unbalanced team structure,unsuitable township work system,etc.In order to improve the policy execution of township cadres,this paper explores the ways to improve the consensus,synergy and control of township cadres in the process of policy implementation,finds out the problems,analyzes the reasons and explores the ways,and puts forward some countermeasures and suggestions from the aspects of improving the comprehensive quality of township cadres' policy implementation,strengthening their duties,coordination and innovation ability,and establishing effective practical training and incentive and restraint mechanisms for township cadres.It provides some reference for the research on the improvement of the executive power of township cadres in L District and other areas.
