Research On The Improvement Of Public Service Ability Of Township Government Under The Background Of Rural Revitalization

On October 18,2017,the party’s 19 th National Congress report first proposed a rural revitalization strategy.In the context of the rural revitalization strategy,the township government,as the grassroots government that connects the country with the grassroots rural society,directly faces the “three rural” and plays an important role in connecting the country and the people.Due to the objective urban-rural dual system that has existed for a long time,there is a huge gap between the public service level in rural areas and the level of urban public services.Improving the level of rural public services is an important task at present and the only way to achieve the strategic goal of rural revitalization.This paper takes the public service ability of township government as the research object,mainly analyzes the gap between the public service that township government can provide and the expectation of the masses for the grass-roots public service,and uses case study and theoretical analysis,with reference to the evaluation method of basic public service,to satisfy the public service demander,satisfy the public service object,and provide public service for the supplier This paper analyzes the quality of service supply,the efficiency of public service providers,and the government financial support,and compares the classification and standard of basic public service.Through the research and analysis of the current situation of public services provided by R town government,it is found that the township level government has a lot of deficiencies in the field of public services.It mainly includes: the capacity of shaping public service concept,the capacity of building township talent team,the capacity of public service supply and resource integration,the capacity of building public service environment,and the capacity of serving agriculture,rural areas and farmers.There are many reasons forthe lack of government’s public service ability,including the backward transformation and development of township government,the management of talent team,the disconnection between the supply and demand of public services provided by township government,the lack of interaction between township government and residents,and the incomplete service system of "agriculture,rural areas and farmers".Finally,from the aspects of speeding up the transformation of township government,strengthening the construction of township cadres,optimizing the allocation of public service resources,improving the expression mechanism of public service demand,focusing on "agriculture,rural areas and farmers" to improve the service level,this paper puts forward relevant countermeasures and suggestions for the grass-roots township government to improve the public service efficiency and people’s satisfaction.
