Civil servant performance appraisal is the state administrative organs to inspect and evaluate the civil servant's ideology,working ability and attitude,honesty and so on,and as a basis for civil servant reward and punishment,dismissal,adjustment of post level and formulation of wages.However,due to ideological and managerial reasons,the performance appraisal of civil servants has exposed a series of problems,which not only can not stimulate the enthusiasm and enthusiasm of civil servants,but also can easily promote the reverse incentive effect of "attaching importance to form while neglecting facts".At present,there are many shortcomings in the performance appraisal process of domestic civil servants,such as unreasonable design of appraisal indicators,vague appraisal standards,lack of communication and feedback links.In the era of "big data",we should make full use of the advantages of "big data" and apply it to the performance appraisal of civil servants.At the same time,we should be tactful in dealing with the problems faced by "big data" in the performance appraisal of civil servants.Using the method of on-the-spot investigation,designing the scheme of performance appraisal investigation and the investigation,and combining with the interview facts,we can understand the needs,effects and methods of performance and the emergence of the application of big data in the appraisal management of public sector civil servants.Reason.On the basis of "taking history as a mirror",this paper studies the application of big data in the performance management of public sector civil servants,some suggestions on the application of big data in the evaluation management of public sector civil servants.Collect,identify and sort out the relevant important literature of management,especially the relevant literature on the application of big data to the assessment management of public sector civil servants,and form a scientific understanding of the application of big data to the assessment management of public sector civil servants through the study of the literature.Firstly,it puts forward,the research contents and methods,the innovation and shortcomings of this paper;secondly,it puts forward the theoretical basis,including the theoretical basis of public sector civil servant assessment management and the theoretical basis of big data,puts forward the comparative advantage theory and information asymmetry theory,carries out the current situation and existing problems of civil servant assessment management of D City State Taxation Bureau.Reason analysis,respectively,carries out D City State Taxation Bureau's current civil service assessment management methods,achievements and shortcomings;Thirdly,carries out the construction of the big data applied to the public sector civil service assessment management countermeasures and guarantee measures,puts forward the standardized civil service assessment management countermeasures,as well as the construction of multi-dimensional civil service assessment management model and the construction of cumulative and comparable civil service assessment management.This paper puts forward the guarantee measures of applying big data to the assessment and management of civil servants in the public sector.Next,the author,in this thesis,with the case case study of SAT of D Municiapl office,ventures to analyze the cause of insufficiency of the application of big data into compliance risk management through sorting out prevailing working procedures and manners.Basically speaking,the insufficiency was not only originated from inadequate recognition of the significance of big data among tax officials,but also originated from non-standard collection of data,incomplete analysis and utilization of these data and disunity of the supporting platforms,etc.Last,after research and analysis,the author will propose feasible strategies and suggestions to the application of big data in compliance risk management including deepening the concept of big data,improving standardized management model,promoting the quality of data acquisition and its corresponding analysis,enhancing the application of data and strengthening the construction of tax officials.
