There has an integral significance between the development of the country and the improvement of the government departments efficiency in our country. The efficiency of the government department depends on its human resources management, and the improvement of human resource management depends on the degree of scientific management. It is common that human resource management is outsourced in enterprise, but rarely used in government departments. Due to China's modernization, government is seeking some new useful modes to improve efficiency under the old backward. With human resource management outsourcing services developing, the outsourcing of human resource management in government departments will face a bigger development space.Firstly, this article uses questionnaire, interviewing, referencing to the relevant literature, through collecting investigation report data, intended to explore the human resources outsourcing problems of Shenyang Municipal Environmental Protection Bureau, and to find out the real reasons, meanwhile, to provide specific measures to promote it. This paper is divided into four parts. First, introduction includes research background, research purpose and significance. Content and method are determinate by studying of human resources outsourcing research at home and abroad. Then the theoretical basis of human resource outsourcing includes public administration theory, human resource management and realistic condition. Second, listing the problems and reasons of Shenyang Municipal Environmental Protection Bureau of human resources outsourcing by issuing questionnaire. Third, using references about successful cases and experiences of foreign and domestic advanced cases to find the feasibility of the scheme. In the end, putting forward to solving countermeasures in the light of problems of human resources outsourcing in Shenyang City Environmental Protection Bureau. That the government needs to understand the risk of human resource outsourcing; the government needs to improve the management level of the human resource outsourcing; the government needs to strengthen communication with the third party outsourcing agencies. In order to give meaningful suggestions for public sector human resource management outsourcing in China, we need to sum up the experience of public sector human resources outsourcing for providing the basis for the improvement of the public department human resources outsourcing.
