Research On The Purchase Of Services From Youth Social Organizations By The Government Of Zhongshan District, Dalian

In October 2019,on the 19th the fourth plenary session of central committee of the communist Party of China,the Party approved "the decision on major issues about upholding and improving the system of socialism with Chinese characteristics,promoting the modernization of national management system and management ability",which depicted the general platform of our country's modernization of management system and management ability for the new era.Meanwhile,it also opened up the journey of the modernization of China's national management system and management ability.As the core area of Dalian's central urban area,Zhongshan District is the"window" of Dalian.No matter in external image or internal quality,it has been walking in the forefront of Dalian and even in the whole northeast.With the continuous development of society,economy,culture and other aspects in the region,people's livelihood needs and social needs are constantly improved.As the third sector between the government and the market,the participation of social organizations in social governance is expanded increasingly in terms of the depth and coverage of social organizations.Among the social organizations in Zhongshan District,the youth social organizations of Zhongshan District,as a powerful force to extend the government's working arm,have their unique professional advantages,age advantages,enthusiasm advantages and so on,and are gradually making efforts in the fields of helping the old and the disabled,facilitating people's life,education and guidance,upholding legal rights,fashion and life.At present,although the development momentum of youth social organizations in Zhongshan District is good,there are still some problems,such as the low level of development,lags in the government's concept of purchasing services,insufficient funds,inadequate support and incubation,and the unobvious effect of "three-level service system".In particular,compared with advanced developed cities,there is still much room for development.The reason is that there is much room for improvement from the perspective of the government,the youth social organizations,and the synergy between the two.Youth is the future of a country and the hope of a nation.The report to the 18th national congress of the communist Party of China(CPC)put forward the "two centenary goals" for the first time.In April 2017,the CPC central committee and the state council released the mid-and long-term youth development plan(2016-2025)to promote better growth and faster development of young people.In this background,this paper aims to understand the current situation of the government purchase of the youth organizations service in Zhongshan District,analyze the existing problems and reasons through the analysis of domestic and foreign research review with the theoretical tool of the government failure,a service-oriented government,the third sector and the integrated use of lectures and structured interviews.In addition,specific suggestions to further improve the purchase of youth social organization service in Zhongshan District are promoted combined with the management and the development experience of the youth social organizations in Shanghai,Suzhou,Beijing,and other advanced urban cities abroad from the five aspects of speeding up the change of government function,absorbing into the regional economic and social development of the overall work,strengthening the support and nurturing,broadening the sources of funding channels,and establishing supervision and evaluation system,which aims to help youth social organizations in zhongshan district to further participate in social governance,and put forward the basis for the construction of governance system and modern governance capacity in Zhongshan District.
